1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. Definition of requirement

The Department of National Defence (DND) has a requirement for a
range of technical and engineering support for power
plant/propulsion systems analysis capabilities including:

Critical reviews of Prognosis and Health Management (PHM)
systems;
Assessments of recommended life cycle management practices;
Reviews of engine designs and potential engine usage patterns;
Gas turbine hot section component reviews;
Prognosis based predictions on critical parts, and;
Failure modes and parts criticality assessments.

3. Criteria for assessment of the Statement of Capabilities

Any interested supplier must demonstrate by way of a statement
of capabilities that its
product/equipment/system (as appropriate) meets the following
requirements:
(Summarize the essential functional characteristics or, if
necessary to properly define the goods, the physical or design
characteristics, and describe any requirements for
interchangeability with existing systems or equipment. Also
include to the extent possible performance or output criteria.
If applicable, refer to recognized Canadian or international
standards, specifications, and/or regulations).
Experience, (e.g. x years experience in the past x years
conducting y; x number of projects
similar in size, scope and complexity);
Knowledge and understanding of (e.g. x equipment; x economic
model; x software);-
Academic qualifications, (e.g. must possess an undergraduate
degree from a recognized university in the field of [e.g.
business, political science]);
Professional designation, accreditation, and/or certification
(e.g. professional engineer,
Certified General Accountant).

3.1 Minimum Essential Requirements:

The basic capability requirement includes the following:

3.1.1 The determination of the structural condition of critical
engine components, as assessed from data sources available for
Canadian Forces (CF) aircraft (available sensor data and
maintenance records);

3.1.2 Analysis of the degradation patterns and factors affecting
structural degradation (mission profile, environmental etc); and

3.1.3 Assessment of the remaining useful life of critical
components (prognostic analysis).

To be effectively applied to ensure engine structural integrity
within the requirements of airworthiness, these capabilities
must be validated and verified with respect to the parts,
engines and operating profiles/conditions that are specific to
the CF aircraft fleet. The only software that has been
validated and verified for such computations using data from CF
platforms is XactLIFE, developed by LPTi. The specified
capability encompasses the following tasks:

3.1.4 Review of various CF engine designs & respective
Prognostics and Health Monitoring capabilities;

3.1.5 Analysis/modelling of mission profiles and engine usage
patterns;

3.1.6 Assessment of Original Equipment Manufacturer recommended
life cycle management;

3.1.7 Engineering Review and Analysis of critical components and
hot section components;

3.1.8 Calculate prognosis (remaining useful life) of critical
components/hot section components; and

3.1.9 Carry out Failure Modes, Effects and Criticality Analysis
(FMECA) for compressor, combustor and turbine components.
