1) The closing date for receipt of Proposals is hereby postponed
from "Thursday August 16, 2012" to "Tuesday August 21, 2012"
at 2:00 p.m.
Public Works and Government Services Canada (PWGSC) intends to
retain a structural engineering consulting firm with
specialization in dam engineering in the capacity of Prime
Consultant, supported by a multidisciplinary team of
Sub-Consultants such as a civil engineer with specialization in
hydrology and hydraulics, a geotechnical engineer, and an
environmental Assessment and monitoring specialist for the
provision of full engineering services as described in the
Request for Proposal for the Latchford Dam Replacement Project,
Latchford, Ontario.
The engineering consulting firm shall be licensed, or eligible
to be licensed, certified or otherwise authorized to provide the
necessary professional services to the full extent that may be
required by provincial law in the province of Ontario.
The construction cost estimate is $19,200,000.00, HST included,
in 2010 dollars.
THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT.
This is a single phase selection process. The nature of the
requirement and the anticipated limited number of response by
the industry leads PWGSC to believe that this approach will not
unduly force a large number of firms to expend an overall
unreasonable amount of effort in response to PWGSC.
Proponents responding to this Request for Proposal (RFP) are
requested to submit a full and complete proposal. The proposal
will cover not only the qualifications, experience and
organization of the proposed Consultant Team, but also the
detailed approach to the work, and the pricing and terms offered.
A combination of the technical and price of services submissions
will constitute the proposal.
Consulting firms that consider themselves qualified to provide
these services may order the RFP document from the Government
Electronic Tendering Service through MERX. Late submissions
will not be considered.

The Crown retains the right to negotiate with suppliers on any
procurement.
