Description of Work:
Immigration, Refugees and Citizenship Canada (IRCC) requires the services of a Contractor to develop and test a new software application (the Solution).
The Solution will allow Canadians to apply online for passports, using a computer, tablet or mobile device, as a convenient alternative to mail-in or in-person service options. The Solution’s primary purpose is to accept, package and transmit passport applications from the public to IRCC.
It is expected that this bid solicitation will result in the award of a contract for the provision of a solution to allow Canadians to apply online for passports. The contractor will be selected based on its ability to achieve the highest combined rating of technical merit (70%) and price (30%).
The initial scope of work is to develop, then test via a live trial, the Solution to support online passport applications. Although the Solution is to be built to support all types of Canadian passport and travel document applications, the initial trial will test only passport renewal applications submitted within Canada.
Work on this initial scope is expected to comprise three phases of activity:
- a planning and mobilisation phase lasting an estimated week;
- an intensive build phase lasting an estimated three months, where the Contractor must work with the IRCC team of business experts and users to develop the Solution and passport renewals web-form; and
- a closed beta trial lasting an estimated nine-to-twelve (9-12) months.
Beyond this scope there may be further requirements to expand or extend functionality beyond piloting passport renewal applications.
The estimated resulting contract period is two years with the option to extend by two additional one year option periods.
Respondents are requested to provide their bids to the Contracting Authority identified below in accordance with the instructions set out in the RFP. The work is currently not being performed by a contracted resource.
