Environment and Climate Change Canada (ECCC) operates a network of thirty-one upper air observing stations. Operators at these stations use balloon-borne instruments (radiosondes) and automated ground systems to measure air temperature, relative humidity, atmospheric pressure, wind velocity from surface to a pressure level of 3 hPa (or flight termination). The data collected is transmitted to a central ECCC server (the Canadian meteorological Centre, CMC, in Montreal), automatically, in near real time. ECCC manages the telecommunication between the operational upper air site and its telecommunication servers.
As part of the on-going life cycle management of the network, ECCC requires the supply of the following ground systems with a life expectancy of atleast five years, including the applicablemanuals; radiosondes; ozonesonde interfaces; de-reelers; portable ground systems, ongoing software and hardware support; training courses and materials; and maintenance services. The period of the contract is from contract award to March 31, 2022.
The technical evaluation includes mandatory technical criteria, point rated technicalcriteria and a proof of performance testing. For the proof of performance testing the responsive bid with the highest combined rating of technical merit and price must deliver and install equipment to Stony Plain, Alberta to allow ECCC to carry out testing.
Please see the RFP for detailed information on the Requirement, Evaluation Criteria, Basis of Payment, Basis of Selection, etc.
