1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Requirement

The equipment must meet all the minimum essential technical requirements as specified below.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its racking system meets the following requirements:

2. Skeletonized racks with rails for mounting and securing C8 carbines and 40mm launchers must be secured using the STANAG 4694 NATO accessory rail.
3. Extruded rail structure: Extruded anodized aluminum.
4. Mounting method: Mount weapons directly on rack, barrel up or down, not resting on optic frame or tubing.
5. Racks to support the rails must be freestanding and to be securely bolted to a concrete floor or wall.
6. An optical scope accessory on a weapon must not be susceptible to damage when mounting on a rack rail.
7. Racks must be linked together at the overhead height and adjacent walls to prevent movement.
8. C8 carbines and 40mm launchers must mount to rails using a locking mechanism that locks directly to the STANAG 4694 NATO accessory rail on the barrel. Shotguns must mount to the rails using stock and saddle.
9. C8 carbines and 40mm launchers must lock on the rails to prevent accidental removal.
10. Fully assembled rack(s) must mount twelve (12) C8 carbines within 36 inches width and 29 inches height.
11. Freestanding racks must mount 1,700 C8 Carbines within a space measuring 27 feet width by 33 feet length by 8.5 feet height.

13. Wall mounted/anchored rack must mount 800 9 mm pistol handguns within a concrete wall space of 14.5 feet length by 8.5 feet height.
14. The Supplier’s product must currentrly be in use by a NATO member military force, para-military organization, police force, or similar law enforcement agency.
