The Canadian Food Inspection Agency (CFIA) has a requirement for remediation of animal anatomical incinerator Ottawa laboratory Fallowfield.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to the Alburn Engineering 1788 Jack Glenn Street, Oshawa, ON L1K 0W3. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
The animal incinerator was designed and built in 1972. The incinerator system is a custom design and the system equipment is spread over three different operating levels in the building. The top level consists of loading hopper for carcasses. The intermediate level (a mezzanine structure) houses the loading doors for the incinerator primary chamber along with the drive hydraulic mechanism for the doors. The lower level houses the incinerator proper along with the ancillary equipment for combustion, controls and monitoring instruments.
A major rebuild was done to the equipment in 1993 and involved partial replacement of the primary walls, a complete replacement of the Primary Chamber hearth (floor), a complete replacement of the secondary centre support wall and arches, installation of a new Secondary Burner, replacement and upgrading of the Burner Management system (controls), installation of a Continuous Monitor System in accordance with the new environmental Certificate of Approval (Air) from the Ontario Ministry of the Environment. There may still be some of the original refractory in place since 1972.
The incinerator is currently shut down and it cannot operate until repairs can be made. Due to the extensive nature of the damage to the refractory lining throughout the incinerator, a complete relining of the incinerator- Primary Chamber, Secondary Chamber and Breeching, needs to be done
The closing date and time for accepting statements of capabilities is Thursday August, 2018 at 1:00 pm.
