Localized Garages Repairs
Notre Dame, Maisonneuve and Victoria Garages
Public Works and Government Services Canada (PWGSC) intends to
retain a structural engineering consulting firm in the capacity
of Prime Consultant, supported by a multidisciplinary team of
Sub-Consultants, for the provision of full engineering services
to review all of the related documentation, recommend further
examination as required, preparation of design, bilingual
construction tender documents, construction and contract
administration, commissioning (for lighting only) for the
localized concrete repairs and membrane replacement of all
suspended concrete slab for the garages at Place du Portage I &
II. The project also includes the localized concrete repairs
and podium membrane replacement for the "Parc du Portage".
The engineering consulting firms shall be licensed, or eligible
to be licensed, certified or otherwise authorized to provide the
necessary professional services to the full extent that may be
required by provincial law in the province of Quebec.
In March 2004, a level 3 condition survey report on the Notre
Dame, Maisonneuve and Victoria parking garage structures at
Portage I & II was issued to Public Works and Government
Services Canada (PWGSC) by Cleland Jardine Engineering Limited.
From that report, it was found that the parking garage
structures require concrete repairs and waterproofing work to
maintain their integrity. The report also recommends that the
podium slab waterproofing be replaced as it has exceeded its
service life. The replacement of the waterproofing will prevent
leaks into the garage below. Concrete repairs are also expected.
The project will also replace the existing lighting system in
the garage.
This project will be a multi-year project. The construction
phase will need to be implemented in multi-phases in order to
keep sufficient parking for the building occupants.
The construction cost estimate is $11.5 million (Tax excluded).
THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT.
Proponents are requested to submit a proposal in two phases.
Phase One proposals cover only the qualifications, experience
and organization of the proposed Consultant Team. Following
evaluation and rating of these proposals, proponents are advised
of their competitive standing and have the opportunity to decide
whether or not to continue their participation by submitting a
Phase Two proposal. Phase Two proposals cover the detailed
approach to the work, and the pricing and terms offered. A
combination of the Phase One and Phase Two submissions
constitutes the final proposal.
A combination of the technical and price of services submissions
will constitute the proposal. Consulting firms that consider
themselves qualified to provide these services may order the RFP
document from the Government Electronic Tendering Service
through MERX. Late submissions will not be considered.
