On 2 February 2016, Public Works and Government Services Canada (PWGSC) published a Request for Information on the Government Electronic Tendering Service (GETS) seeking to engage with Stakeholders on behalf of Defence Research and Development Canada (DRDC), a special agency of the Department of National Defence (DND). The consultative process provided participating stakeholders with an opportunity to contribute to the procurement process by providing comments, questions and recommendations for improvement of the draft CFP (Bidder’s Guidebook 2016) as well as seeking clarification on technical issues.
The purpose of the Stakeholder Engagement was fourfold:
Seek feedback on the adequacy and clarity of the requirements including the 19 S&T challenges;
Seek feedback on the mandatory and point-rated evaluation criteria;
Seek feedback on all other elements of the draft CFP (Bidder’s Guidebook 2016); and
Seek feedback using an open dialogue during Stakeholder Day and one-on-one meetings (if requested).
Stakeholders were encouraged to ask questions and provide comments with the objective to receive feedback that may be incorporated into the CFP, creating a procurement that is fair and transparent to stakeholders, enhances competition, and results in best value to Canada.
The publication of this document and any resulting CFP effectively concludes the Stakeholder Engagement process. The information gathered through this process was considered when finalizing the procurement strategy and should meet the needs of the Government of Canada and be compatible with stakeholder standard practices.
