Background and Purpose of this Request for Information (RFI)
(a) RFI Overview:
Human Resource and Skills Development Canada (HRSDC) is seeking
feedback from the vendor community, with respect to a bilingual
(French/English) commercial off the shelf (COTS) Labour
Electronic Access Forms (LEAF) solution. For the purposes of
this RFI, the LEAF is defined as the Labour Electronic Access
Forms system to see the implementation of the Labour Program's
paper-based health, safety and compensation forms on the
Internet. The LEAF will reside within the existing technology
management framework that exists within the Innovation,
Information and Technology Branch (IITB) at HRSDC. This system
will improve the management and quality of information received
from federally-regulated industries and Federal departments and
Crown agency employers submitting Hazardus Occurrence
Investication Reports (HOIR) and Annual Hazardous Occurrence
Reports (AHOIR), ensure legislative and professional standards
for confidentiality and privacy are respected, and provide
aggregate management data for monitoring trends, decision
making, policy development and strategic planning.
Public Works and Government Services Canada (PWGSC) is issuing
this RFI on behalf of the HRSDC, as a means of gathering
information to assist in accomplishing the following specific
purposes:
to initiate an early exchange of information with the vendor
community;
to refine the department's requirements;
to seek comments on what industry proposes as a realistic
project timeline;
to identify possible risks and risk mitigation strategies;
to identify key information required by respondents;
to understand E-filing technology directions/evolution
to gauge industry's level of interest in supplying an e-filing
solution.
(b) Background:
The Federal Workers' Compensation Service (FWCS - Labour
Program) in HRSDC is responsible for the administration of the
Government Employees Compensation Act (GECA). In this role HRSDC
represents the federal government as neutral administrator of
the Act. The GECA provides statutory compensation coverage to
employees of the federal government, crown corporations and
agencies, who suffer occupational injuries or illnesses as a
result, and in the course, of their employment. Workers'
Compensation claims under the GECA are adjudicated by the
provincial Workers' Compensation Boards. Currently,
compensation claims under the GECA are transmitted by mail or
facsimile to the regional Injury Compensation Units in HRSDC for
authentication and entry into the National Injury Compensation
System. Subsequently, the claims are countersigned and forwarded
to the appropriate provincial board for adjudication and
benefits payments. The FWCS has identified a need to allow
federal departments, Crown corporations and agencies to file
workers' compensation claims electronically.
As per Part II of the Canada Labour Code, Sections 15.8 and
15.10, all federal jurisdiction (FJ) employers in Canada are
required to submit "written reports" and "annual reports" on
occupational accidents, illnesses, injuries, and fatalities.
Together, these two kinds of reports are referred to as
"accident reports". "Written reports" refer to "hazardous
occurrence investigation reports" (HOIRs), to be filed by FJ
employers immediately following each work-related accident,
injury or illness to a HRSDC regional office. "Annual reports"
refer to the "employer's annual hazardous occurrence report"
(EAHOR), which must be submitted to the Occupational Health,
Safety and Injury Compensation Division (Labour Program) at
HRSDC headquarters, and contain the total number of all
work-related accident, injuries, illnesses and fatalities for
the FJ employer, for the calendar year.
Nature of Request for Information
This is not a bid solicitation. This RFI will not result in the
award of any contract. As a result, potential suppliers of any
goods or services described in this RFI should not reserve stock
or facilities, nor allocate resources, as a result of any
information contained in this RFI. Nor will this RFI result in
the creation of any source list. Therefore, whether or not any
potential supplier responds to this RFI will not preclude that
supplier from participating in any future procurement. Also, the
procurement of any of the goods and services described in this
RFI will not necessarily follow this RFI. This RFI is simply
intended to solicit feedback from industry with respect to the
matters described in this RFI.
Nature and Format of Responses Requested
Respondents are requested to provide their comments, concerns
and, where applicable, alternative recommendations regarding how
the requirements or objectives described in this RFI could be
satisfied. Respondents are also invited to provide comments
regarding the content, format and/or organization of any draft
documents included in this RFI. Respondents should explain any
assumptions they make in their responses.
