Rocky View County has begun a Development Approvals Transformation Program aimed at streamlining, modernizing, and improving the service delivery of administering development approvals. The Transformation Program includes a variety of projects aimed at achieving an approvals process which is increasingly agile, aligned, and relevant. Intended outcomes include reduced approval timelines, improved applicant navigation, and integrated processes that support customer engagement. To realize these outcomes, the Program’s various initiatives incorporate three separate methodologies: human elements to achieve operational efficiencies, process and policy elements to codify efficiencies, and technology elements to complement and support refined ways of working.
The County currently employs two separate Safety Codes service models with distinct responsibilities:
1. Internal Building Safety Code Officers, who are County employees and are responsible for the building permit approval and building inspection process; and
2. An external contracted agency, which provides specialized subtrade inspection services through Safety Code Officers (SCOs) in the Electrical, Plumbing, and Gas disciplines.
The County’s current external contracted agency's SCOs are not exclusive to the County and provide coverage only in certain areas on specified days. While this approach has supported the County's operational needs, it can limit customer service flexibility, consistency, and timely response across the County. To improve development approvals and customer service, the County is seeking a more exclusive Safety Codes service model.
The preferred outcome is a single provider with exclusive SCOs and administrative support resources assigned to Rocky View County. This would strengthen service-level oversight, coordination, accountability, inspection capacity, and customer experience. The County will consider alternative delivery or staffing models, including multiple providers or contractors, where Proponents demonstrate equal or improved service continuity, responsiveness, inspection coverage, customer service, and required service levels.
