Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to facilitate reintegration of offenders to the community that includes supporting opportunities for obtaining employment, by providing vocational training programs. It is important to ensure that vocational training recognized by third parties, leads to certifications and is relevant to the labour market and community employment.
Objectives: To provide upon request full day Fall Protection training leading to certification to groups of male and female offenders at the institutions listed in the Location of Work. Upon successful completion of the course, the Contractor must provide certificates to the successful participants.
Deliverables: For each course, the Contractor must provide:
a) Sufficient instructors to deliver in-class training for each of the CSC institutions listed in the Location of Work based on each institution’s needs, as requested by CSC.
b) Training materials, written, practical exercises and testing as required for the completion of the applicable course.
c) A comprehensive equipment and tool list to the Project Authority or delegated Manager two (2) weeks in advance of the program start date to be sent by email.
d) All necessary materials which include, but are not limited to: manuals, handouts, materials, specialized personal protective equipment (PPE) and any other necessary equipment.
e) A list of successful participants to the delegated Manager; and
f) A hard copy of certificates for successful participants within 21 days of course completion, to be sent by email to the delegated Manager.
4.2 For each course, CSC (CORCAN) will provide:
a) Selection of participants with a confirmed number of participants for the course to be provided to the Contractor two working days prior to the course commencement date.
b) Facilities for training delivery, including classroom required for use during classroom instruction. The Project Authority or delegated manager must pre-approve all types of media utilized for delivery of the training.
c) At each location, sufficient space for practical training.
d) At each location, where available, sufficient storage space and access (depending onsite protocols) may be permitted for the Contractor’s resource to store all the materials and necessary equipment for the duration of each course.
e) Adequate CSC staff support at each site to do things like gaining access to training areas, escorting offenders to and from training, supervision during course delivery.
The CSC CORCAN, Project Authority will provide the Contractor with a list of the delegated Managers for each CSC institutional location upon award of the Contract
The Project Authority or delegated Manager for each CSC institutional location will work with the Contractor to determine course delivery dates.
Locations of Work
The Contractor must perform the work at the following locations. This requirement is divided into two streams. Bidders may submit bid for one or both streams. Bidders must be able to provide sufficient resources, equipment and materials to be able to provide training to all of the institutions included in the streams for which they are submitting a bid.

The estimated numbers of sessions per year for each institution are for illustration purposes only and do not represent a commitment by Canada that Canada’s future use of the services will be consistent with these numbers. The Contractor must be available to deliver training sessions at various times throughout the year.
Any conditions for participation of suppliers not specified in solicitation documentation: none.
