UPDATE TO REQUEST FOR INFORMATION (RFI) 2016 - REMOTELY PILOTED AIRCRAFT SYSTEM PROJECT (FORMERLY KNOWN AS JOINT UNMANNED SURVEILLANCE AND TARGET ACQUISITION SYSTEM OR JUSTAS)

NOTICE AMENDMENT NO. 5:

Please take note of the following update:

Canada published a draft Invitation to Qualify (ITQ) on April 5, 2019 for written feedback from interested suppliers. To access the draft ITQ, copy and paste the following link in a browser:

https://buyandsell.gc.ca/procurement-data/tender-noti…

The RPAS team would like to thank all respondents for their efforts in providing feedback to Canada in response to the RFI 2016 and related notices. Please note that with the issuance of the draft ITQ, Canada will not make any more updates to the RFI 2016 notices and they will be closed shortly. Going forward, for RPAS Project updates and announcement, please refer to W847A-190247 series on buyandsell.gc.ca.

--------------------------------------------------------------------------------
NOTICE AMENDMENT NO. 4:

Please take note of the following update:

Upon the RPAS project reaching the Definition Phase, Canada anticipates to launch a multi-phase procurement process by publishing an Invitation to Qualify (ITQ). The ITQ will invite suppliers to become Qualified Suppliers in accordance with the ITQ terms and conditions. Only Qualified Suppliers will be permitted to participate in subsequent phases of the procurement process. Canada expects to publish a draft ITQ in spring 2019 to obtain written feedback from interested suppliers before releasing the final ITQ.

Canada is planning to conduct the procurement process in the following phases:

a) ITQ Phase: The ITQ will qualify suppliers to participate in any subsequent phases of the procurement process;

b) Review and Refine Requirements (RRR) Phase: The RRR process with the Qualified Suppliers will follow the ITQ Phase. The objective of the RRR Phase is to obtain feedback from Qualified Suppliers on Canada's preliminary requirements. It is intended to be a collaborative process and may involve interactions such as workshops, one-on-one sessions, and written questions and answers. Canada will consider the feedback provided by Qualified Suppliers when refining the requirements and preparing its procurement documents. Further details regarding the RRR Phase will be provided to those suppliers who qualify as a result of the ITQ Phase; and

c) Request for Proposal (RFP) Phase: Canada anticipates releasing an RFP(s) to Qualified Suppliers.

As the RPAS Project advances through different procurement phases, security requirements may evolve. However, Canada currently expects the following:

  • There will be no security requirements associated with the ITQ.
  • There will be security requirements associated with the RRR Phase. As security screening can be a lengthy process, interested suppliers should ensure that their representatives participating in one-on-one sessions EACH hold a valid security clearance at the SECRET level, granted or approved by the PWGSC Contract Security Program. To learn how to obtain security screening for your organization, please copy and paste the following link in a browser: https://www.tpsgc-pwgsc.gc.ca/esc-src/organisation-or…
  • There will be security requirements in the RFP. These security requirements will be discussed with the Qualified Suppliers during the RRR Phase.

Interested suppliers who contemplate submitting requests for project updates before the draft ITQ publication should note that updates or announcements, if any, will be published on buyandsell.gc.ca for the benefit of all potential suppliers.

In addition, suppliers interested in responding to a number of sustainment-related questions should refer to 660BL-120002/D.

NOTICE AMENDMENT NO. 3:

Please take note of the update found at the following link: http://dgpaapp.forces.gc.ca/en/defence-capabilities-b…

--------------------------------------------------------------------------------
NOTICE AMENDMENT NO. 2:

Please take note of the following announcement from the Royal Canadian Air Force: Update and new name for the Joint Unmanned Surveillance Target Acquisition System (JUSTAS) project (http://www.rcaf-arc.forces.gc.ca/en/news-template-sta…)

--------------------------------------------------------------------------------
NOTICE AMENDMENT NO. 1:

Please take note of the following information:
------------------------------------------------------------------------
This fall, the project's name was changed to Remotely Piloted Aircraft System (RPAS). This change is consistent with recent changes in the lexicon and classification systems of our allies, and is a more accurate reflection of how the systems are operated.

The RPAS project supports three initiatives outlined in Strong, Secure, Engaged - Canada's Defence Policy: initiative 50 confirms that the government will invest in "medium altitude remotely piloted systems" for the Royal Canadian Air Force (RCAF), and initiatives 91 and 92 state the government will also "invest in a range of remotely piloted systems" and "conduct research and development of remotely piloted land, sea and aerial capabilities."

The project is still in the options analysis phase. Industry should assume that the project will enter the definition phase no earlier than 2019.
------------------------------------------------------------------------
Interested suppliers can continue to use the project's e-mail address to forward any information that they would like to bring to the attention of the project team. Any further opportunities for engagement between Industry and RPAS project team are not planned at this time but, once available, will be announced to all interested suppliers through a public notice such as this one.

All other information in the original notice below continues to apply.

--------------------------------------------------------------------------------
ORIGINAL NOTICE:

The JUSTAS team would like to thank the Respondents for their detailed responses to the RFI published on January 15, 2016 (660BL-120002/B), and for the participation in the one-on-one sessions that followed.

This notice is not a new request for Industry feedback. The purpose of this notice is to ensure that all suppliers have the same information following the latest one-on-one sessions and that a line of communication with interested suppliers remains open.

Please take note of the following information:
------------------------------------------------------------------------
The JUSTAS Project equipment sustainment approach will be developed in accordance with the Sustainment Initiative. The goal of the Sustainment Initiative is to generate tailored solutions that maximize value to Canada through balancing and optimizing the four principles of sustainment: Equipment Performance, Value for Money, Flexibility and Economic Benefits.

Canada intends to develop the equipment sustainment approach for the JUSTAS Project in consultation with industry through fair, open, and transparent engagement activities in the future.
------------------------------------------------------------------------
The Interested suppliers should note that their questions or any information that they would like to bring to the attention of the JUSTAS team must be directed exclusively to the Public Services and Procurement Canada (PSPC) Contracting Authority, using the JUSTAS e-mail address below:

T••••••••@••••••••.••.ca

Canada will not necessarily respond to questions or provide feedback on the information provided by suppliers. However, if there are any questions and answers or announcements, they will be posted on this site.

As indicated in the JUSTAS RFI 2016 (660BL-120002/B), Canada may, at its discretion, review responses received after the RFI 2016 closing date. In addition, Canada may, at its discretion, contact any Respondents to follow up with additional questions or for clarification of any aspect of a response and/or to arrange one-on-one sessions, in accordance with the provisions of the JUSTAS RFI 2016 (660BL-120002/B as last amended on March 15, 2016).

Canada continues to engage the same Fairness Monitor (Samson and Associates) for this procurement.

Canada intends to keep this notice open as long as it is deemed useful. This notice is not to be considered as a commitment to issue a subsequent solicitation or award contract(s).

Delivery Date: 04/07/2016

The Crown retains the right to negotiate with suppliers on any procurement.
