Full description

Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of Employment and Social Development Canada (ESDC) has a requirement to obtain audience segmentation data and market information to gain a better understanding of ESDC’s target audiences and how to reach them. ESDC is the department of the Government of Canada responsible for developing, managing and delivering a wide range of social programs.
Segmentation analysis data will allow ESDC to better target Government of Canada priority groups based on key demographic, behavioural, and locational patterns.
ESDC has the need to produce segmentation reports on the following audiences, based on Government of Canada priorities:

  • Youth
  • Seniors
  • Persons with Disabilities
  • Employers
  • Job Seekers
  • Indigenous Peoples
  • Middle class families
  • Low income families
  • Visible minorities

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
ESDC is seeking segmentation data to identify and develop marketing profiles of target audiences. In order to achieve this, the following data, tasks, and services are required:

Geographic data (national, regional, local)
Socio-economic data
Media consumption data
Income data
Social values, lifestyle, and behavioural attributes
Demographic data
Web-based access via standard web browsers to databases with no software to install. Training, workshops, and analytic support is required.
Database tools designed for researchers to make decisions around the targeting and locating of desirable population segments for selected messages.
Capability to generate easy-to-understand reports, charts and maps.
Interactive mapping engine.
Segmentation of Canadian neighbourhoods that describe Canadians demographics, behaviours and urbanity. This database should provide researchers with an understanding of dominant lifestyle types – such as lifestyle types who use certain government services, or have the characteristics that define a target population for a program or communication exercise.
Detailed information on who is visiting the leading social media websites, what they are doing and how much time they spend blogging, tweeting, posting photos and sharing links. The information should allow ESDC to determine the social media behavior of all segments of Canadian society.

4. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any of the trade agreement(s).
5. Justification for the Pre-Identified Supplier
Our research demonstrated that:

No other suppliers can provide the detailed Canadian audience segmentation data that Environics Analytics offers. Suppliers on the standing offer list do not have exclusively Canadian data and/or do not have the scope of data that we require, including geographic, socio-economic, media consumption and behavioural data, and the ability to segment the population at the postal-code level.
The Licensor (Environics Analytics Group Ltd.) is the owner or distributor of selected proprietary data and software products and is an authorized reseller of selected data and software products, owned by third parties, which may or may not have been enhanced by the Licensor (collectively known as “Licensed Products”). ESDC wishes to license, for internal use, the Licensed Products as outlined below:
