Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of Employment and Social Development Canada (ESDC) has a requirement to obtain audience segmentation data and market information to gain a better understanding of ESDC’s target audiences and how to reach them. ESDC is the department of the Government of Canada responsible for developing, managing and delivering a wide range of social programs.
Segmentation analysis data will allow ESDC to better target Government of Canada priority groups based on key demographic, behavioural, and locational patterns.
ESDC has the need to produce segmentation reports on the following audiences, based on Government of Canada priorities:
- Youth
- Seniors
- Persons with Disabilities
- Employers
- Job Seekers
- Indigenous Peoples
- Middle class families
- Low income families
- Visible minorities
