This RFP is only for pre-qualified Suppliers for Work-Stream
three (3): Information Technology and Systems Audit and
Work-Stream five (5) External Audit Services against
Professional Audit Support Services (PASS) Supply Arrangement
(E60ZG-060004/G).
DESCRIPTION OF REQUIREMENT:
SCOPE OF SERVICE:
ESDC and the Provinces of Ontario, Saskatchewan, Newfoundland &
Labrador, New Brunswick and British Columbia are seeking
assurances on the management of the Canada Students Loans
Program and the Integrated Loans Program as administered by the
Service Provider. The Service Provider activities to be audited
will cover the following:
1. Report on Controls at the Service Organization
2. Report on Compliance with Agreements, Statutes and
Regulations
3. Financial information on Interest free Status and Repayment
Status
The Contractor must provide audit opinions in respect of the
activities of the Service Provider in the above three audit
areas. The audit must be conducted annually for each fiscal
year ending March 31 within the period of the contract. The
annual audit must result in the Contractor providing annual
final reports that are to be completed and delivered by the
Contractor by April 30 for each audit period and covering the SP
administering the Direct Financing and Integrated Federal and
Provincial Student Loans Programs.
This requirement covers the following service streams that flow
from the Policy on Internal Audit:
Stream 3.0 - Information Technology and Systems Audits
Stream 5.0 - External Audit
DURATION OF CONTRACT:
From date of contract to May 31, 2016 with an irrevocable option
granted by the contractor to Canada to extend the term of the
contract(s) by up to three (3) additional periods of one (1)
year under the same terms and conditions.
EVALUATION PROCESS AND SELECTION METHODOLOGY:
A combination of mandatory and point-rated criteria with minimum
pass mark The basis of selection is
lowest cost.
