Nature of Requirements:
Background
Nearly 300 young people between the ages of 14 and 18 from
across Quebec attend the Eastern Region Gliding School (ERGS).
The young people are coached by about a hundred Cadet
Instructors Cadre (CIC) officers, Regular Force members and
civilian instructors and employees.
With a view to offering the summer camp programs included under
the ERGS mission, the Department of National Defence (DND)
requires accommodation, rations and food services at the
Contractor's facilities. The summer camp program takes place
over a three month period, from late May to late August on
varying dates each year. In addition, year-round storage is
required.
The St-Jean-sur-Richelieu airport facilities are used for
training flights five to six days a week. Aircraft maintenance
is also performed at the same site, in Hangar 3. For these
operational reasons, the spaces offered must be located less
than twenty (20) kilometres from the St-Jean-sur-Richelieu
airport.
Requirement
Accommodation
Provide accommodation and space leasing services for the ERGS at
the Contractor's facilities. The spaces required are described
in Annex A, Statement of Work (Stipulations), Part 1.
Food Services
Provide food services and the personnel required for the
provision of rations and food services for the ERGS at the
Contractor's facilities, in accordance with the technical
requirements of Annex A, Statement of Work (Stipulations), Part
2.
The estimated number of meals for 2013/2014 (2013 summer camp)
is 12,943 breakfasts, 13,052 lunches and 12,985 dinners. The
estimated number of energy supplements for 2013/2014 (2013
summer camp) is 5,000.
The anticipated number of meals for subsequent years is 13,000
breakfasts, 13,000 lunches, 13,000 dinners and 5,000 energy
supplements.
Term of Contract
The contract term will be one (1) year firm, plus three (3)
irrevocable option periods of one (1) year each.

The Crown retains the right to negotiate with suppliers on any
procurement.
