NATURE OF REQUEST OF INFORMATION
This Request for Information (RFI) is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation oraward contract(s).
BACKGROUND
Public Services and Procurement Canada (PSPC) is requesting Industry feedback regarding Mapping Service for Canada Border Services Agency (CBSA).
OBJECTIVE OF RFI
This RFI is intended to gather information about the Mapping Service Application Program Interfaces (APIs) available in support of a mobile application that the CBSA is developing. The mobile application provides current and forecasted Border Wait Times (BWT) for 26 reporting Canadian ports of entry and current times for US ports. This application also includes travel planning functionality with forecasting for border crossing, and suggested better transit times.
TREATMENT OF RESPONSES
Responses to this RFI will not be evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies or to draft future procurement documents. Canada will review all responses received by the RFI closing date. Canada may, at its discretion, look at feedback at any time. However, considering that decisions need to be made, Canada won’t revisit their decisions based on late feedback.
Review Team
A review team composed of representatives from Canada will review the responses. Canada reserves the right to hire any independent consultant, or use any government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses.
Confidentiality
Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by Canada), PSPC may use the information to assist in developing future requirements.
Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third-party or personal information. Please note that Canada may be obligated by law (e.g. in response to a request under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/).
ENQUIRIES
Respondents with questions regarding this RFI may direct their enquiries to the Contracting Authority identified herein. However, because this is not a bid solicitation, Canada will not necessarily respond to all enquiries in writing or by circulating answers to all potential suppliers.
SUBMISSION REQUIREMENTS
Documents may be submitted in either official language of Canada.
CLOSING DATE
The RFI closing date published herein is therefore not the final deadline for comments or input. Comments and input will be accepted any time up to the time when/if a follow-on solicitation is published.
The RFI closing date is June 29th, 2016. The RFI closing date may be extended if necessary.
