Transport Canada (TC) promotes safe, secure, efficient and environmentally responsible transportation. TC works with other government departments and jurisdictions as well as the industry and academia to ensure that Canada's transportation system fulfills the above requirements. In response to the Rail Safety Act Review (RSA), Rail Safety established a transformation plan that was approved by the Minister. This plan requires the initiation of multiple projects including implementing regulations and rules for Locomotive Video Voice Recorders (LVVR), Fatigue Management Regime and Enhanced Train Control (ETC). These changes will require research and consultation with the industry and manufacturers as well as recommendations made to the Director General. The rail industry is changing significantly with a move to more automated processes. Rail Safety group has a number of initiatives that need to be implemented in order to support these industry changes. Rail Safety also needs to provide guidance to industry with respect to what expectations are when submitting proposed changes.
