Video production services requiring ASL and LSQ interpretation

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The Canadian Accessibility Standards Development Organization (CASDO) has a requirement for the provision of audiovisual production services by a supplier with the capability and expertise to provide quality American Sign Language (ASL) and Langue des signes québécoise (LSQ) interpretation services for the production of live and pre-recorded videos. The supplier must provide complete production, ASL/LSQ interpretation services and consultation by video experts for the direction and production of videos produced using deaf/hard of hearing actors.

The Accessible Canada Act came into force in July, 2019. It’s a new Act and there is a large gap between the expectations and obligations of the Act and of those who are impacted-people with disabilities and federally regulated entities.

CASDO is a newly-established departmental corporation that was appropriated as part of the Act. CASDO’s purpose is to realize a Canada without barriers by January 1, 2040.

In order to meet its mandate, CASDO must ensure all of its communications, material and content, are fully accessible to the public in ASL and LSQ.

The work will involve the following:

a) On-going video production services requiring ASL and LSQ interpretation services for:

i.Accessibility Standards Canada’s current web content and new content as it develops;

ii.Live broadcast and filmed events (such as Annual Public Meeting, Facebook live events, virtual meetings or press conferences) to be filmed across Canada.

b) Expert advice on the required content to be interpreted (how to approach each web page or web project from an interpretation perspective and based on best practices, literacy level, habits and preferences of the hard of hearing community in Canada. This includes providing advice as to which contents requires interpretation, how to split the interpretation, depending on factors, functionality (informative vs interactive), the type of content and length);

c) The provision of ASL and LSQ deaf/hard of hearing actors and interpreters, based on the purpose of the task;

d) The provision of a studio and all required AV equipment;

e) Filming and production of videos of those interpretations, with understanding and expertise in the production of such videos (providing instructions and direction to deaf/hard of hearing interpreters during the filming and the production of the videos, ensuring quality control of both languages and that the content in the ASL and LSQ videos match);

f) With the exception of a) ii (live events), provision of the finish video/products to the project authority within 2 weeks of receiving the content to interpret, on any commercially available cloud drive service;

g) Obtain underlying rights for material or talent used in the creation of the deliverable and provide documented proof, including but not limited to, written consent from interpreters and deaf/hard of hearing actors to be filmed.

3.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate their experience in providing a stable and reliable ongoing ASL and LSQ service by providing a statement of capabilities detailing how they meet the following requirements.
