This amendment is to clarify the Mandatory and Rated Criteria.
Requirement
The purpose of this Request for Standing Offer (RFSO) is to seek
offers from Offerors interested in providing creative writing
services for a variety of campaigns on an "as and when requested
basis" to Veterans Affairs Canada (VAC). One (1) Standing Offer
may be awarded.
The estimated value of the work to be performed on an annual
basis is $35,000.00, Goods and Services Tax or Harmonized Sales
Tax included.
The requirement is limited to Canadian goods and/or services.
Period of Standing Offers
The standing offer will be in effect from the date of issuance
until March 31, 2013 and will include four (4) option periods of
twelve (12) months each.
Call-up Limitation
Individual call-ups against the Standing Offers will not exceed
$10,000.00 (Goods and Services Tax or Harmonized Sales Tax
included).
Basis of Selection
Proposals will be evaluated and scored in accordance with
specific evaluation criteria as detailed in the evaluation
criteria. To be considered compliant, bidders must obtain an
overall passing mark of 240 points. The rating is performed on a
scale of 300 points. Proposals scoring less than 240 points will
not be given further consideration. The responsive offers with
the lowest evaluated price per point will be recommended for
issuance of standing offers.

The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
