JANITORIAL SERVICES - U-100 BUILDING- OTTAWA, ONTARIO, CANADA.
Requirement
To provide Janitorial Services including all labour, material
and equipment for Public Works and
Government Services Canada (PWGSC), located at Building U-100,
1901 Research Road, Ottawa,
Ontario, Canada. The services must be provided in accordance
with Statement of Work.
Period of the Contract
The period of any resulting Contract shall be for a period of
two (2) year(s) plus up to three (3) additional
consecutive twelve (12) month periods, under the same conditions.
At the time option year 2 and option year 3 are each exercised
the rates in the Basis of Payment will be increased or
decreased by multiplying the rates by the percentage change in
"The Consumer Price Index", major components, selected
sub-groups and special aggregates, provinces, Whitehorse and
Yellowknife, not seasonally adjusted" ("CPI" ) for the
appropriate province for the 12 month period ending two months
before the expiration date of the current period of the contract
("period"). The CPI which shall be used is published in
Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12,
for the appropriate province all-items CPI of the period as
described above.

Security Requirement
1. The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Facility Security Clearance at the level of CONFIDENTIAL,
issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to
CLASSIFIED information, assets or sensitive work site(s) must
EACH hold a valid personnel security screening at the level of
CONFIDENTIAL, granted or approved by CISD/PWGSC.
3. The Contractor/Offeror MUST NOT remove any CLASSIFIED
information from the identified work site(s), and the
Contractor/Offeror must ensure that its personnel are made aware
of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of
the:
(a) Security Requirements Check List
(b) Industrial Security Manual (Latest Edition).
Mandatory Security Clearance
It is a mandatory requirement of this Request for Proposal that
the Contractor/Offeror, hold a valid security requirement of
CONFIDENTIAL as specified in Part 7, Clause 3 "Security
Requirement" of the Request for Proposal, at the date of bid
closing in order for your bid to be considered responsive.
1. At the date of bid closing, the following conditions must
be met:
the Bidder must hold a valid organization security clearance of
CONFIDENTIAL as indicated in Part 7 - Resulting Contract Clauses;
the Bidder's proposed individuals requiring access to classified
or protected information, assets or sensitive work site(s) must
EACH hold a valid CONFIDENTIAL clearance, as indicated in Part 7
- Resulting Contract Clauses;
the Bidder's proposed Superintendent requiring access to
classified or protected information, assets or sensitive work
site(s) must hold a valid CONFIDENTIAL clearance, as indicated
in Part 7 - Resulting Contract Clauses
the Bidder must provide the name of all individuals who will
require access to classified or protected information, assets or
sensitive work sites.

Mandatory Site Visit
Due to the nature of this requirement and in order to gain
access to the sites it is MANDATORY that all interested bidders,
submit the Names (legal name) and birth dates of their
representatives that will be attending the Mandatory Site Visit
to the Contracting Authority (Bushra Mirza) at facsimile (819)

than Thursday, May 28, 2015.
It is MANDATORY that the Bidder or a representative of the
Bidder visit the work site. Arrangements have been made for the
site visit to be held at U-100 Building, 1901 Research
Road,Ottawa, Ontario,Canada on June 2, 2015. The site visit will
begin at 10:00 am EDT.
Personnel security screening is required prior to gaining
authorized access to CLASSIFIED information, assets or work
sensitive site(s). Bidders must communicate with the Contracting
Authority (Bushra Mirza) no later than Thursday, May 28, 2015 to
confirm attendance and provide the name(s) of the person(s) who
will attend.
Bidders will be required to sign an attendance sheet. Bidders
should confirm in their bid that they have attended the site
visit. Bidders who do not attend the mandatory site visit or do
not send a representative will not be given an alternative
appointment and their bid will be declared non-responsive. Any
clarifications or changes to the bid solicitation resulting from
the site visit will be included as an amendment to the bid
solicitation.
A maximium of two (2) representatives per company will be
permitted to examine the site.

3. Superintendent's Expertise and Experience in accordance with
Part 3, Section I: Technical
Bid (1.2);
4. Submission of a Firm Price/Rate in Canadian funds for all
the items listed in the RFP, Part 3, Section II, Financial Bid
5. Mandatory Security clearance at the Confidential level, as
per Part 6, Security Requirement, at the date of bid closing.
