Indigenous Services Canada (ISC) Senior Business Consultant Services
The objective of this contract is to request the professional services of a Senior Business Consultant to provide expert advice, analysis and briefing material, position papers and reports to senior officials on a variety of complex and sensitive issues with respect to a First Nations national outcome-based framework and the co-development of the new fiscal relationship between the Government of Canada and First Nations – one that will demonstrate results to citizens, governments and Parliament in closing the socio-economic disparities between First Nations citizens and other Canadians.
This includes coordinating and facilitating engagement with First Nations and other stakeholders relating to the national outcome-based framework, and conducting research on policies and procedures relating to First Nations institutions, statistical functions and other mutual accountability mechanisms, and providing advice regarding direction on long-term strategies for the Department.
The Senior Business Consultant will support ISC and Assembly of First Nations (AFN) by, but not limited to:
Reviewing documents on current and emerging issues and providing strategic and objective advice to senior management on the national outcome-based framework, a First Nations statistical function, mutual accountability, and various other specialized topics relating to the new fiscal relationship with First Nations;
Collecting and analyzing information and presenting findings on complex issues relating to the national outcome-based framework, a First Nations statistical function, mutual accountability, and other topics relating to the new fiscal relationship;
Coordinating and carrying out research and preparing reports on the new fiscal relationship as required;
Conducting consultations and engagement sessions on the national outcome-based framework and other topics relating to the new fiscal relationship as required;
Identifying contextual and strategic considerations for Cabinet documents;
Developing strategies in support of sensitive issues and initiatives relating to the new fiscal relationship;
Making recommendations and assisting in developing solutions and implementing recommendations;
Providing a challenge function; and,
Providing expert advisory and mentoring support to other senior agency officials on related matters.
