ADVANCE CONTRACT AWARD NOTICE - W3380-12-K008

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, during
this posting period, a Statement of Capabilities that meets the
requirements set out in the ACAN, then the competitive
requirements of the government's contracting policy have been
met. Following notification to suppliers not successful in
demonstrating that their Statement of Capabilities meets the
requirements set out in the ACAN, the contract may then be
awarded using the electronic bidding authorities.

If other potential suppliers submit Statements of Capabilities
during the posting period which meet the requirements set out in
the ACAN, (i.e. considered valid) then the contracting authority
must proceed to a full tendering process (electronic or
traditional).

The objectives of posting an ACAN are to:

a) enhance transparency in government procurement;
b) support the Government's objective of enhanced competition;
c) provide potential suppliers the opportunity to submit a
statement of capabilities to a proposed directed procurement if
they believe they have the capability and capacity to provide
the good, service or construction requirement; and,
d) meet the government's and suppliers need for an efficient and
cost-effective government procurement system.

REQUIREMENTS OR EXPECTED RESULTS

The Department of National Defence (DND) expects to acquire the
following services for the Ranger Patrol Training that will take
place from 6 to 15 December 2012: accommodation, parking, food
services, and rental of space and communication equipment for
the training.
REQUIREMENT DESCRIPTION

The goal of "Developmental Period 2 - Ranger Patrol Commanders,"
a DND course, is to train non-qualified personnel (Rangers). One
hundred and nineteen (119) Rangers and seven (7) instructors
from James Bay, Nunavik, the North Shore and Schefferville must
be qualified. The course will take place from 6 to 15 December
2012.
The services required during the training period for military
personnel (Rangers) are as follows: accommodation, parking, food
services, and rental of space and equipment for the training.
The supplier must be near to St-Jean Garrison, as explained in
the Justification of Suggested Supplier section.

JUSTIFICATION OF SUGGESTED SUPPLIER

The suggested supplier is able to meet the following space and
communication equipment needs:

1. Provide a 100' x 100' parade ground (indoor drill hall).

2. Provide access to the Defence Wide Area Network (DWAN), an
unclassified intranet, in the classrooms.

The suggested supplier, Corporation du Fort St Jean, is the only
supplier that is close to both the St Jean Garrison and the
Farnham Garrison. (The St Jean Garrison is five kilometres away
and the Farnham Garrison is a 40 minute drive away.) The
suggested supplier must be near to St Jean Garrison for the
following reasons:

1. The 2nd Canadian Ranger Patrol Group has a vault at St Jean
Garrison. Because weapons are handled and used on a daily basis,
the travel distance to store weapons (morning and evening) must
be reduced, as there is limited time to put away weapons because
of the training schedule.

2. The 2nd Canadian Ranger Patrol Group must have access to the
St Jean Garrison quartermaster in order to acquire and exchange
military personnel clothing, and Corporation du Fort St Jean is
the only nearby supplier.
3. The 2nd Canadian Ranger Patrol Group must have access to the
Farnham range; it is an integral part of the training. Only the
suggested supplier, Corporation du Fort St Jean, provides that
accessibility to Farnham Garrison, i.e. travel time of 40
minutes.

APPLICABLE TRADE AGREEMENTS

This purchase is subject to the following agreements:

  • Agreement on Internal Trade (AIT)
  • North American Trade Agreement (NAFTA)
  • World Trade Organization Agreement on Government Procurement

(WTO-AGP)

  • Canada-Chile Free Trade Agreement (CCFTA)
  • Canada-Peru Free Trade Agreement (CPFTA)

PERIOD OF THE PROPOSED CONTRACT

The period of the contract will be December 6 to 15, 2012.

ESTIMATED COST OF PROPOSED CONTRACT

The estimated cost of this proposed contract is between
$45,000.00 and $55,000.00, including tax.

PROCEDURE FOR RESPONSE TO NOTICE OF AWARD OF CONTRACT

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

CLOSING DATE OF THE ADVANCE CONTRACT AWARD NOTICE

The closing date of this Advance Contract Award Notice is
November 2, 2012.
