DESCRIPTION OF REQUIREMENT:
Court Administration Service (CAS) seeks to establish a contract under the Professional Audit Support Services (PASS) Supply Arrangement, under the following Streams:
3.Information Technology and Systems Audits;
6. Financial Accounting Services;
CAS requires the services of a Contractor to update the internal control framework, to document the key business processes, to develop an internal control over financial reporting ongoing monitoring testing strategy and to provide testing services of the internal control framework following a risk based approach.
The update of the internal control framework will also include components of the internal control over financial management as required in the Treasury Board policy on financial management to ensure a risk-based departmental system of internal control over financial management is established, monitored and maintained.
The testing strategy will allow CAS to perform its monitoring activities and the results will assist the Chief Financial Officer and the Chief Administrator when signing off the Annex supporting the Statement of management responsibility over financial reporting at year-end.
Finally, CAS is seeking professional services to especially support its financial and procurement activities during a departmental financial management system migration to a SAP S4/HANA environment where the internal control framework, key business processes documentation and monitoring framework will be updated by March 31, 2021.
DURATION OF CONTRACT
The period of the Contract is from date of Contract to March 31, 2021 inclusive plus up to two (2) additional one (1) year periods under the same conditions.
EVALUATION PROCESS AND SELECTION METHODOLOGY
Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.
An evaluation team composed of representatives of CAS will evaluate the bids.
To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all the mandatory evaluation criteria; and
(c) obtain the required minimum number of points specified in the RFP for the point rated technical criteria.
The Highest Combined Rating of Technical Merit [80%] and Price [20%] will be considered as basis of selection.
