Professional Services for Hazardous Materials and Indoor Air
Quality

Requirement
To provide professional services for hazardous material and
indoor air quality within the National Capital Region (NCR) on
an "as and when requested" basis. Work will consist primarily
of duties within the NCA, however, projects may occur outside of
the NCA in proximity to the NCR. Such work will be on
exceptional basis and will likely represent less than 2% of the
total work volume. See definition of NCA and NCR at sections
2.16 and 2.17 respectively of the SOW.
1 Completion of Designated Substance Surveys and Reports (DSSs
& DSRs).
2 Preparation of specification documents using National Master
Specification (NMS) format as per the document Doing Business
in NCA, and project plans for hazardous material abatement
projects which will include engineer stamped Computer-Aided
Design (CAD) drawings.
3 "Oversight" during hazardous material abatement projects
including inspection of work areas, air monitoring and
revision of labour requirements. See definition of oversight
at section 2.15 of the SOW.
4 Completion of surveys of condition, inventories of
asbestos-containing materials and Asbestos Management Plans
(AMPs).
5 Completion of Indoor Air Quality (IAQ) Investigations and
Audits.
6 Provide timely project oversight and monitoring reports that
are consistent with Quality
Management Systems (QMS) procedures
PWGSC intends to issue one (1) Regional Individual Standing
Offers for Professional Services - Hazardous Materials and
Indoor Air Quality to be provided within the National Capital
Region as a result of this solicitation. Work will consist
primarily of duties within the NCA, however, projects may occur
outside of the NCA in proximity to the NCR. Such work will be on
exceptional basis and will likely represent less than 2% of the
total work volume.The offeror must submit an offer covering all
the required services identified within the RFSO.
Period of the Standing Offer
This RFSO will result in Regional Individual Standing Offers
(RISO) valid for five (5) years.
Security Requirement (before award of Standing Offer)

The following security requirement (SRCL and related clauses)
applies and form part of the
Standing Offer.
1. The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Facility Security Clearance at the level of SECRET, with
approved Document Safeguarding at the level of SECRET, issued
by the Canadian Industrial Security Directorate (CISD), Public
Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to
CLASSIFIED information, assets or sensitive work site(s) must
EACH hold a valid personnel security screening at the level of
SECRET, granted or approved by the CISD, PWGSC.
3. The Contractor MUST NOT utilize its Information Technology
systems to electronically process, produce or store any
sensitive CLASSIFIED information until CISD/PWGSC has issued
written approval. After approval has been granted, these
tasks may be performed at the level of SECRET.
4. Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of
the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex C;
(b) Industrial Security Manual (Latest Edition).
Offeror's Site or Premises Requiring Safeguard Measures
The Offeror must diligently maintain up-to-date, the information
related to the Offeror's site or
premises, where safeguard measures are required in the
performance of the Work.
Language Capability
Call-ups may require service(s) to be performed in either or
both of Canada's Official Languages. The Contractor must meet
any and all language requirements as necessary.
Basis of Selection
An offer must comply with the requirements of the Request for
Standing Offers to be declared responsive. The responsive offer
with the lowest evaluated price will be recommended for issuance
of a standing offer.
