Professional Services – Senior Procurement Specialist for Procurement Transformation (Stream 3.7)
In August 2017, the Prime Minister announced his intention to create two new departments to better align with the Reconciliation agenda, advance self-determination and self-government of Indigenous peoples. Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) are the two new departments. The Department of Indian Affairs and Northern Development (DIAND) will eventually be abolished. The First Nations and Inuit Health Branch (FNIHB) (from Health Canada), the DIAND Regional Operations and Education and Social Development Programs and Partnerships Sectors are now part of the Indigenous Services Canada (ISC).Although this Transformation agenda offers an opportunity for positive change, it also requires tremendous preparatory work and involves addressing multiple and complex challenges. As part of this change, it was determined that the Chief Finances, Results and Delivery Officer (CFRDO) Sector will be offering corporate services to both new departments. DIAND and Health Canada (HC) working groups have been put in place to advance this transformation agenda, ensuring minimal service disruption for our partners and clients. The Materiel and Assets Management Directorate (MAMD) within the Corporate Accounting and Materiel Management Branch at the CFRDO Sector is responsible for procurement services, procurement policy, training and reporting, greening government operations, common services, assets and real property management, travel and acquisition cards, and employee relocation. The Directorate is leading two working groups jointly with Health Canada: procurement and assets (essentially real property and fleet management).
The Contractor will work directly with the Director, MAMD, Manager, Procurement (Project Authority), and existing consultants, in close consultation with the responsible officials at HC involved in the Transformation agenda, and undertake taskings and deliverables, including but not limited to:
Reviewing HC/DIAND internal procurement policies/procedures to propose streamlined and standardized policies/procedures as required, reflecting best practices and ensuring that FNIHB business requirements can be met in a timely fashion;Reviewing the procurement delegation authorities and proposing options and recommendations for a procurement governance structure that could be envisioned in April 2019, pending the implementation of system changes (SAP);Developing governance models for further consideration/discussion;Facilitating open and ongoing discussions, collaboration, communications and consensus-building with ISC/CIRNAC and HC officials in the working groups;Developing a strategy to facilitate the full transfer of responsibilities once the system changes (SAP) are implemented;Proposing options/recommendations to address emerging issues, as required;Other tasks as required by the Manager.
