The Department of National Defence (DND) has a requirement for
the supply of a Chemical Agent Sensor Simulator (CFCSS) system
for Chemical, Biological, Radiological and Nuclear (CBRN)
training, as part of a Chemical Agent Sensor (Chem) Project. In
addition to the equipment DND requires Repair and Overhaul (R&O)
services, training and spare parts and consumables.
DND currently possesses several pieces of effective detection
equipment and a warning systems that can alarm sufficiently
early for soldiers to survive and operate under the chemical
threat by adopting appropriate protective measures and help
medical authorities initiate appropriate countermeasures.
Consequently, simulators for the Personal Detection System
(PDS), Fixed Site Detector (FSD) and Hand Held Detector (HHD)
are required in the training of Canadian Forces (CF) personnel.
In order to best simulate real chemical warfare conditions,
where the simultaneous use of various detection capabilities
will be likely, all simulator systems shall have common
simulants and control technologies.
The intent is to distribute training systems to Army, Navy and
Air Forces' CBRN Unit Schools and the Canadian Forces
Firefighting and CBRN Academy (CFFCA), with each system
stand-alone and complete. They will be used as realistic,
integrated simulation systems primarily in the training of CBRN
Specialists and sometimes in the training of non-specialists in
outdoor virtual exercises.
Bidders must have signed agreements from the original equipment
manufacturers providing rights to reproduce and or procure parts
of the Canadian Forces Chemical Agent Sensors and their
accessories, produce simulators of this equipment and provide
those simulators to Canada.
The Canadian Forces Chemical Agent Sensors for which the signed
agreements apply are the following:
a) NSN 6665-14-554-4483, Detector, Chemical Agent, Automatic
(HHD);
b) NSN 6665-14-560-5969, Detector, Chemical Agent Kit (S4PE
Kit);
c) NSN 6665-99-742-4313, Detector, Gas (PDS); and
d) NSN 6665-99-227-3361, Fixed Site Detector Unit Assembly
First deliveries of the training equipment will be required nine
months after contract award, with final delivery required within
18 months of contract award.

The Crown retains the right to negotiate with suppliers on any
procurement.
