Purpose:
Environment and Climate Change Canada (ECCC), specifically, the Water Science and Technology Directorate (WSTD), has a requirement to obtain a new CLOUD-based Framework for a National Water Quality Data Management System (DMS) including a base Storage Capacity of 3 TB. Currently, ECCC has over two dozen different data capture/housing Solutions hosting repositories where information is captured in numerous formats. These data are quality assessed for accuracy, analyzed, cross-referenced, and reported on for very specific purposes relating to water quality and aquatic ecosystem health. Data are commonly stored within several SQL Server databases, but significant portions are located in collections of files on individual computers and shared network drives throughout Canada.
The purpose of this Request for Proposals (RFP) is to obtain a DMS that provides the best value in meeting current data storage requirements and business flows, while allowing flexibility to meet future data and business process updates.
The data to be integrated into this DMS can be divided into four general categories:
1) Physical-chemical discrete data;
2) Physical-chemical automated time series data
3) Biological discrete data
4) Remote sensing geospatial objects and modelling capabilities
For all data categories, the DMS must provide mechanisms to interact with existing data analysis and manipulation tools, if that functionality cannot be provided within the DMS. All data categories have similar metadata requirements:
- The ability to track measurement location information as a function of location, depth, and time.
- The ability to assign data to multiple observing projects, and create linkages that indicate different values are connected in space and/or time (e.g., multiple chemical analyses on a single sample, multiple depths from a single sounding).
Many data sets will be accessed and processed by many different research and monitoring groups within ECCC, as well as partner groups outside ECCC, therefore, the DMS must provide a means of controlling access to data based on the following:
- User controls to read, add, or edit data and access processing functions
- Group-level controls that allow collections of users to share functionality
- The ability to apply these controls for specific data sets and projects
The process of importing existing data, training employees, and establishing business processes in the new DMS will be spread over several years. ECCC will establish priorities, based on urgency, ease of migration, and availability of resources. The initial focus will be on integrating high-priority existing data into the new DMS, followed by development of the tools for the business processes.
It is the responsibility of Respondents to read the RFP in its entirety.
