This is an Invitation to Qualify (ITQ) on a competitive solicitation process for an Enterprise Fraud and Misuse Management (EFM) Solution for the Canada Revenue Agency (CRA). The period of any resulting contract will be for three (3) years with CRA retaining the irrevocable option to extend the contract for up to seven (7) additional one (1) year periods. Irrevocable option(s) to purchase additional concurrent user licenses, maintenance and support services, professional services and training will also be included. Options will be exercised at the discretion of CRA, during the period of any resulting contract.
The purpose of this ITQ is to initiate the process for the procurement of an EFM Solution by inviting suppliers to submit responses to CRA for Canada’s evaluation. This ITQ also contains the Draft Request for Proposal (RFP), which includes a draft Statement of Requirements, for the EFM Solution.
This ITQ is the first part of a two-phase solicitation process. In this first phase, suppliers are requested to submit only certain information for evaluation, while in the next phase only those suppliers who have been prequalified to bid after Phase 1 (Qualified Respondents) will be provided the RFP for Phase 2.
Canada has invoked the National Security Exception in respect of this requirement and, as a result, none of the trade agreements apply to this requirement.
Suppliers who are interested in participating are encouraged to ask questions on the ITQ process and provide feedback on the draft RFP or Statement of Requirements (SoR). CRA will review and consider all feedback on the draft RFP and SoR but does not intend to answer questions on these documents during the initial ITQ.
Please refer to the solicitation documents pertaining to this procurement for further details and instructions.
Should you have any inquiries concerning this requirement, please contact the Contracting Authority in writing by E-mail at j••••••••@•••••••.••.ca. All communication must be in writing and contain the CRA file number.
