Nature of Requirements:

Background:
Public Services and Procurement Canada (PSPC), on behalf of the Government of Canada (GC) is considering issuing a competitive procurement process to establish a top-ranked bidder to supply a Commercial off-the Shelf (COTS) Automated Data Capture Solution (ADCS, to be referred to as 'Solution') for its survey and census collection activities.
Statistics Canada, in addition to conducting about 350 active surveys on virtually all aspects of Canadian life, has the Statistics Act which mandates that Statistics Canada has a duty to conduct a country-wide census of population every five years and a census of agriculture every ten years.
The current Solution in use by the Operations and Integration Division (OID) is a COTS proprietary solution for automated and manual data capture using Key From Image (KFI) model. The current solution offers automated data extraction for Optical Character Recognition (OCR), Optical Mark Recognition (OMR) and Intelligent Character Recognition (ICR) with a workflow for manual data capture and quality control sampling for paper questionnaires and other documents received during the processing of all surveys.

Objectives:

The GC is soliciting interest and recommendations from the Industry to address inefficiencies in service delivery and offer one or more Solutions under three streams of functionality that can deliver goods and services affordably to varying sizes of GC Institutions which operate under varying business volumes.
To obtain a Perpetual Licensed Software Solution with the functionality to recognize, extract and manipulate structured and unstructured data, such as images or machine-readable inputs. The Solution must have the functionality to meet the following:
1. Objectives:
a. Provide automated data capture with OCR, OMR and ICR recognition with functionality to integrate Machine Learning (ML) functionalities;
b. Allow manual and automated quality control;
c. Generate operational data capture reports.

2. Constraints:
a. Hosted on the internal Statistics Canada cloud;
b. Permit integration across other internal systems.

Scope of Required Solution:
Statistics Canada requires an automated data capture Solution to leverage automated and manual data recognition, capture and extraction, as described in this document. The Solution must have the functionality to manage a variety of different file formats and have the flexibility to scale up to meet fluctuating workload needs. Quality Control and workload management reporting are essential components to provide operational metrics to ensure the desired performance.

Delivery Date: Above-mentioned
