This is a Request for Responses for Evaluation (RFRE) pertaining to Enterprise Email Message Classification Software Solution (EEMCSS).

Shared Service Canada, in the context of its Email Transformation Initiative (ETI), has a general requirement for an Enterprise Email Message Classification Software Solution with a core concept of implementing information classification and providing an email service feature that will drive best practices in the secure handling of information, prevention against data leakage, enforcement of personal information privacy, and the overall message classification requirements of Shared Service Canada’s partners.

The resulting contract will be for software licenses, as well as, software licenses maintenance and support. The contract will also offer provisions for the following on-demand services, in direct support of the aforementioned licenses:

• Software Solution Administration Training; and
• Professional Services for the Software Solution

The purpose of this RFRE is to initiate the process for the procurement of the Enterprise Email Message Classification Software Solution by inviting suppliers of email classification services to submit responses to SSC for Canada’s evaluation. Further, by responding to this RFRE, Respondents are indicating agreement to participate in the procurement process with the goal of Canada awarding a contract for the acquisition and support of the EEMCSS. As part of this RFRE, we have also included the Draft RFP for the EEMCSS.

This RFRE is the first part of a multi-phase solicitation process. In this first phase, suppliers are requested to submit only certain information for evaluation, while in the next phase only those suppliers who have successfully passed the initial evaluation (Successful Respondents) will be provided bid solicitation(s) detailing the full requirement for the purpose of bidding.

This procurement is subject to the National Security Exception and is, therefore, excluded from all of the obligations of the trade agreements.
