ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
Esri’s ArcGIS Enterprise software is integral to the target architecture of the Federal Geospatial Platform Geo Community Cloud (FGP GCC) Solution.
The department of Natural Resources Canada (NRCan) has a requirement to:
? Develop an Architecture for the FGP GCC Solution that meets Government of Canada functional and security requirements.
? Develop Infrastructure as Code (IaC) and Continuous Integration (CI) / Continuous Delivery (CD) Automation model and scripts to assist FGP GCC in creating suitable architecture and security standards. The scripts must be based on standard industry specific platforms such as AWS CloudFormation and Chef.
? Document automation and security standards used in the deployment to the Cloud of Esri Enterprise Software.
? Determine best path for upgrading Esri ArcGIS Enterprise versions in the FGP GCC.
? Understand architectures, best practices, and lessons learned from the United States Federal GeoSpatial Platform, Esri ArcGIS Online (AGOL), and Esri Managed Cloud Services (EMCS) for IaC and CI/CD.
The outcome of the contract will be an Architecture and IaC and CI/CD automation model and pipeline that meets the requirements outlined above and leverages the architecture and best practices of the United States Federal GeoSpatial Platform, AGOL, and EMCS.
3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
? Must be an authorized entity to work with Esri Global from within Canada, as Esri Global has the technical and legal authority to determine supported techniques and architectures for deployment of Esri ArcGIS Enterprise software on the cloud.
4. Justification for the Pre-Identified Supplier
We intend to deal directly with the supplier mentioned in section 9 below as it is the only known supplier that meets the mandatory criteria set out in section 3 above, as well as satisfy the requirements as described in section 2 above.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
