Trade agreement: This procurement is not subject to any trade agreement.

Tendering procedures: All interested suppliers may submit a bid.

Competitive Procurement Strategy: lowest priced compliant bid

Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.

Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service of Canada (CSC) Health Services requires the services of an Infectious Disease Specialist (IDS) at multiple institutions within the Pacific Region. This includes Matsqui, Pacific, Mountain, Kent, Kwìkwèxwelhp Healing Village, Mission (medium), Mission (minimum), and Fraser Valley Institutions.

Objectives: to provide and actively participate in the coordination of essential infectious disease services to the incarcerated population in federal correctional institutions within the Pacific region.

Deliverables:

1.0 Patient care:

i. The Contractor (IDS) must provide integrated, trauma informed, culturally appropriate essential infectious disease services, as requested by the Project Authority, in accordance with the National Essential Health Services Framework, including any amendment to this Framework issued by CSC during the contract period and any optional period if and when exercised by CSC.

ii. These services include, but are not limited to, the following:
a) Assessment of all referred clients;
b) Consultation;
c) Treatment;
d) Follow up;
e) Urgent health care, including referrals to the appropriate community hospital for emergency medical treatment. Conditions that are likely to deteriorate to an emergency situation or impair the individual's capacity to carry out everyday activities are deemed "urgent".

2.0 Non-formulary medication and Special Authorization Items:

The Contractor (IDS) must:

i) Prescribe medications according to CSC National Formulary;
ii) Complete requests for non-formulary medications in accordance with the CSC National Formulary; and
iii) Complete requests for special authorization items the Contractor (IDS) recommends in accordance with the CSC's National Essential Health Services Framework.

3.0 Telephone Consultation:

3.1 Telephone Consultation Services for General Practitioners and Health care professionals

a) On an as and when requested basis, the Contractor must respond by telephone to requests for consultation by general practitioners (GP) and health care professionals concerning specific inmates under CSC’s care. The Contractor (IDS) may be called for reasons that include, but are not limited to, critical laboratory reports, unexpected significant changes to patient conditions, routine medication re-orders, and treatment initiation.

b) The Contractor (IDS) is not expected to be on-call for these telephone consultation services. The Contractor must provide these services only when they are available and can be contacted by telephone.

Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Contract and Time Frame for Delivery:

Period of the Contract: The Work is to be performed during the period of 2025-04-01 to 2026-03-31 with the option to renew for three (3) additional one-year periods.
