1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of Agriculture and Agri-Food Canada has a requirement for the supply of:
i) One FS4S-C-2-C-1-A-0 ASD FieldSpec 4 NIR Standard Resolution Spectroradiometer or equivalent
ii) One AK100900 Hi-Brite Muglight Kit or equivalent
iii) One AK100700 Hi-Brite Contact Probe Kit or equivalent
iv) One S701500 RadCal 25 Degree Full-Range Bare Fiber or equivalent
v) One 128161 Spectralon, 5x5 inch Spectralon or equivalent
vi) One 128300 Wooden case for 5x5 Inch Spectralon or equivalent
vii) One 128780 Tripod, Medium Duty, All-Purpose or equivalent
viii) One 129360 GPS, Positional Receiver, Bluetooth or equivalent
ix) One A354217 Accessory Power Cable 1.5 meter or equivalent
Key Features of Equipment:
1. Rugged and portable for field application, and a multipurpose laboratory instrument.
2. Equipped for broad range spectrum (350-2500 nm) with a minimum resolution of 3 nm @700 nm and a resolution of 10 nm @1400/2100 nm.
3. Configured with a fibre optic cable directly attached to the detector inside the instrument for taking field measurements using solar radiation as the light source (natural light), and be able to scan a large area in the field.
4. Capable to detect various chemical bonds that are related to soil organic matter, organic carbon and nitrogen in soils and other organic materials like manure. In addition, it can also serve as a semi-qualitative means of analyses since certain wavelengths in the NIR region are correlated carbohydrates, proteins, lignin, cellulose, etc.
5. Able to accept various probes and accessories for analysis of different target samples such as field-moist soil, soil cores, dried and ground soil, manure slurries, and liquid samples.
6. Flexible to accept user defined equations for various target samples as against fixed measurements using in-built indices. In addition, it allows for the transfer of datasets to be used in other applications for chemometrics.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
a) Existing technology: The instrument must be a recent version and in the market for a minimum of one (1) year. The model must be currently in production.
b) Instrument must be configured for wide range near Infrared (NIR) spectrometery and include all necessary components for taking reflectance measurements from soils under laboratory and field conditions.
c) Instrument must have full portability for field use, have capability to take reflectance measurements of soil surfaces in the field by using solar radiation as the light source, and not heavier than 6 kg excluding laptop computer.
d) Wavelength range must be, at a minimum, between 350 and 2500 nm (nanometers) and operate in reflectance measurement mode. Resolution of 3 nm (minimum) @700 nm. Resolution must be 10 nm @1400/2100 nm.
e) Must be Silicon (350-1000 nm) and InGaAs (1001-1800 and 1801-2500 nm) detectors. The signal to noise* ratio must be at least 1.0 x 10-9 W/cm2/nm/sr @ 700 nm for VNIR, 1.2 x 10-9 W/cm2/nm/sr @ 1400 nm for SWIR 1 and 1.9 x 10-9 W/cm2/nm/sr @ 2100 nm for SWIR 2. (*Noise=root mean square for 10 co-added, 10 second scans.).
f) The instrument software must have a wavelength accuracy of at least 0.5 nm.
g) Must have capability to produce measurements in radiance as well as reflectance.
h) Instrument must have ability to accept various probes and accessories for analysis of different target samples such as dried and ground, fresh soil cores, liquid, slurry, and soil surfaces in the field.
i) Instrument must have flexibility to accept user defined equations for various target samples as against fixed measurements with in-built indices.
j) Instrument must have software for data acquisition with tools for data analysis, reporting and exporting.
k) Software must be included with the system that includes being capable of routine analysis, calibrations and creating scripts.
l) Software must provide complete control of the instrument and accessories.
m) Software must provide tools for creating methods and data analysis, reporting and exporting.
n) The software must be compatible with Windows 7, 64 bit.
o) The supplier must make available both support and troubleshooting services via telephone and/or email for the useful life of the equipment.
p) Must provide support for service and repairs.
q) Must include a minimum of one day of on-site training on the operation and basic maintenance for up to four (4) AAFC employees at AAFC’s Swift Current facility. Training is to take place on a date that is mutually acceptable to the supplier and AAFC but no later than September 1, 2019.
r) All electrical Equipment must be certified or approved for use in accordance with the Canadian Electrical Code, Part 1, before delivery, by a certification organization accredited by the Standards Council of Canada. Equipment is to be compatible with 120 V, 60Hz power supply.
