Background
As part of Shared Services Canada’s (SSC’s) IT Refresh Program, which focuses on the cyclical investments necessary to maintain the existing GC IT ecosystem, the department has undertaken work to baseline the quantity and value of the core IT assets it manages for the GC. Not only is the work essential to informing the GC’s investment strategy for the maintenance of existing IT Infrastructure, it also aligns with key recommendations received through the Treasury Board of Canada Secretariat (TBS) sponsored Gartner Review, broad-based consultations the department undertook, and industry best practices associated with the centralized management of IT assets. The work that the department committed to in the submission to the Treasury Board (TB) – Service Integrity: Asset Discovery and Inventory Management, and Maintenance and Support Contracts – is progressing well. This work will inform the department’s production of a principles based approach to IT life-cycle asset management in the form of an IT Assets Recapitalization Strategy.
The asset discovery of all large data centres have been completed. As per the TB Submission, these were estimated to represent a minimum of 80% of the total IT assets in data centres the department manages for the GC. The department’s baselining process has identified more assets than originally estimated in the TB Submission. The Asset discovery of smaller data centres and telecommunications sites was also initiated through stock taking days with local onsite regional staff. Assets of policing sites were baselined via an online discovery tool. The physical inventory of all in-building assets will continue to enrich our assessment of the total IT asset base which will be articulated in the IT Asset Recapitalization Strategy.
In relation to determining the total value of SSC’s IT infrastructure assets, work on the valuation of SSC managed assets (initial 30 – 40 large data centres) and subsequently all IT infrastructure assets is anticipated to be completed within established timelines. The data model has been developed by Gartner and is currently being refined.
Another objective that the department undertook to ensure compliance with the Management Accountability Framework (MAF) results on materiel management, was the definition of the Target Operating Model (TOM). This TOM clarifies sustainable business processes and roles and responsibilities for the department to be able to maintain the asset inventory once it has been operationally baselined. The TOM consists of an updated policy framework, directives and procedures to help effectively manage assets moving forward, and will support the final objective to have a single inventory. The TOM will be maintained by the Materiel Management Team under the Corporate Services Branch. The implementation of TOM priorities will continue throughout the fiscal year 2020-21.
The above asset valuation will inform the IT Assets Recapitalization Strategy which will include not only the technology requirements but the ongoing maintenance and staffing requirements to support such deployment and maintenance. The IT Refresh Program Report, that demonstrates that funding has been effectively spent and that the proposed investment prioritization and governance processes are functioning well, will enable the department to access the frozen IT Refresh Program funding of $114M for the fiscal year 2020-21.
As the department continues with this important work, we are concurrently working to launch the department into a new phase of its evolution, SSC Enterprise 3.0, as the GC’s centralized provider of IT shared services. The ongoing efforts to baseline the core IT assets SSC manages and maintains, as well as more robust figures as to the current/replacement value of this critical GC infrastructure, will not only inform SSC’s contributions to a GC wide investment strategy for the existing IT ecosystem, but also help inform and shape how SSC aligns itself in terms of its four key priorities: Evolving the GC Network and Security; Modernizing Collaboration Tools; Ensuring the Stability of Critical Applications; and (more broadly) Enabling the GC as an Enterprise.
