Description of Work:
One of the roles of Assistant Deputy Minister (Science and Technology) (ADM(S&T)) is to provide scientific and engineering expertise in support to technology insertions or weapon systems optimization. Scientist, engineers and technicians work together to provide the Canadian Armed Forces the optimal equipment to fulfill their mission. The state of the art C5ISR lab (Force Development-System Integration Lab [FD-SIL]), at Defence Research and Development Canada (DRDC) – Valcartier Research Centre and aerial experimentation platforms at the National Research Council – Flight Research Lab (NRC-FRL), will be used as Force Development (FD) assets and will be exploited using a spiral development approach. Each spiral will address an operational requirement or a deficiency in order to provide improved military capacities/abilities.
The Telecommunication System Specialist will perform tasks as follows:
Act as the lead designer of the Radio-Frequency (RF) based systems of the lab and other experimentation infrastructures used to develop, integrate, test & deploy prototypes onboard a number of aircraft;
Perform RF systems monitoring, optimization and maintenance/trouble shooting;
Provide technical support for the design, implementation, operation and training on the different RF systems;
Provide support for the selection, procurement specifications, setup, maintenance, operation & training for RF systems and related technologies;
Provide support on wireless/radio networking devices including but not limited to secure WiFi, Common Data Links (CDL), Tactical Data Links (TDL), mesh radios, SATCOM, Free Space Optical (FOS) Communication;
Contribute to Requirements Engineering activities, which include the formulation, documentation, maintenance and, verification and validation (V&V) of technical requirements.
Perform technical Strategic Planning;
Support Integration efforts;
Support Technical Investigation and Engineering Studies (TIES);
Support Test and Evaluation Engineering;
Bidders must submit a bid for all resource categories

Contract Duration:
The contract period will be for one (1) year from the date of contract with an irrevocable option to extend it for up to (2) additional one-year periods.
Security Requirement: Common PS SRCL #21 applies
Minimum Corporate Security Required: Facility Security Clearance (FSC)
Minimum Resource Security Required: Secret
