Description of Work:
The Government of Canada has launched an ambitious multi-year transformation initiative, which requires all departments to create an inventory of all applications hosted by Shared Services Canada (SSC). The initiative requires departments to align with the Treasury Board Secretariat’s (TBS) Application Portfolio Management Strategy and with the objectives of central and common services agencies for the management and governance of applications.
In order to be prepared for the transition to SSC infrastructure and to achieve the modernization, integration and rationalization of Fisheries and Oceans Canada’s (DFO) applications, the department has put in place the Application Rationalization Initiative (ARI).
The Information Management and Technology Services (IM&TS) Directorate requires professional services to assist with a review of DFO operational needs and a rationalization of all supporting applications, including the prioritization of transformation projects based on resource availability, business impacts, dependencies and other factors, as required. One of the guiding principles of ARI is to identify common programs and service requirements, standardize business processes and seek generic technical solutions that can be replicated and shared, where possible.
It is necessary to have a detailed understanding of current state, future state and an approach including transition of how to get from current to future state. It is also important to ensure that the different domains (Enterprise architecture, business, information, application, technology and security) are aligned to better support the organization’s goals.
As a result, there is a requirement for the following resource categories, as qualified under the TBIPS Supply Arrangement:
P.2 – Enterprise Architect (EA), Level 3– (2 resources) to assist the Project Authority/key stakeholders to identify future business/technical requirements against the current enterprise architecture, perform gaps analyses, develop Requirements for Technology Architectures (RTA), and prepare migration strategies.
I.4 – Database Modeller / IM Modeller (Data Architect), Level 3 – (1 resource) to assist the Project Authority/key stakeholders to develop and maintain the Data Architecture and Data Models for corporate and project specific initiatives. This responsibility includes the identification of data most valuable to the department, the integration of this data, and the development of core relating data models. The resulting data models will be based on data architecture and modeling design principles and tenets.
