For this solicitation, the Chief Information Officer Branch (CIOB) at Canadian Heritage (PCH) is soliciting responses and intends to contract with a single vendor for the resources identified under this TBIPS-SA Request for Proposal.
There are a number of IM/IT/ projects planned or in progress within PCH for which the Strategic Business Transformation Directorate will be required to provide business analysis services.
Responsibilities could include but are not limited to:
a) Developing Problem/Opportunity Statements, Vision Documents and/or Business Cases;
b) Developing and documenting high-level statements of requirements;
c) Developing and documenting detailed statements of requirements;
d) Conducting fit-gap analysis of requirements against considered alternatives;
e) Performing business analysis of functional requirements to identify information, procedure, and decision flows;
f) Evaluating existing procedures and methods, identifying and documenting items such as database content, structure, and application subsystems;
g) Developing data dictionary;
h) Defining and documenting interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems;
i) Identifying candidate business processes for prototyping potential solutions, providing trade-off information and suggest a recommended course of action. Identifying the modifications to the automated processes;
