1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Polar Knowledge Canada has a requirement for the supply of 8 Permafrost Monitoring Stations, which includes 8 Thermistor cables and 8 data loggers, interface cables, radiation shields, soil moisture sensors, and ultrasonic sensors, with delivery to the Canadian High Arctic Research Station in Cambridge Bay, Nunavut before 2019-06-28. This requirement also includes the option to purchase an additional 4 systems before 2022-07-01.
The purpose of this project is to establish permafrost monitoring stations in the Greiner Lake watershed. Eight temperature strings with up to 16 sensors will be installed in boreholes and connected to a data acquisition system to generate ongoing information on the thermal conditions of the ground to depths of 4-5 m. These monitoring stations will also measure: 1) temperature of air, 2) soil moisture, 3) snow temperatures and 4) snow cover depth. It will provide baseline information required for the characterization of permafrost thermal state and it will also help POLAR’s understanding of the response of permafrost to changes in climate
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
