WORKPLACE WELLNESS AND PRODUCTIVITY STRATEGY
INTRODUCTION:
Canada seeks to improve disability and sick leave management in
the federal public service by introducing the Workplace Wellness
and Productivity Strategy (WPS). The WPS intends to put in
place a seamless Disability and Sick Leave Management System
(DSLM) that would strike a balance between employee wellness and
workplace productivity.
It is anticipated that a component of the WPS would consist of
procuring services to manage short-term disability plan (STDP)
and long-term disability plan (LTDP) for the federal public
service as well as procuring insurance services. The services
to manage the disability plans may include:
- receiving and adjudicating disability claims under the
disability plans,
- conducting case management to facilitate timely return to
work, and/or
- issuing disability benefit payments to employees.
In order to gather information to support the project, Public
Works and Government Services Canada (PWGSC) and Treasury Board
of Canada Secretariat (TBS) have launched an industry engagement
process. Through this process PWGSC and TBS want to engage
industry early to help inform project decisions and shape a
procurement strategy. The goal of the industry engagement
process is to promote a better understanding of the Government
of Canada's business needs and industry practices, so that risks
can be mitigated and innovative solutions identified. The
industry engagement process will include a variety of engagement
activities, such as an industry day, one-on-one meetings,
Request for Information and/or working group meetings.
Unions have been invited to participate in a program design
working group. The industry engagement is a parallel process in
which unions are also invited to participate. The government is
committed to consulting unions and other stakeholder in the
context of modernizing disability management in the public
service.
OBJECTIVE:
This notice outlines the Government of Canada's intended
industry engagement process.
During the industry engagement process, the PWGSC Contracting
Authority will communicate with, and solicit information from,
registered industry Participants through direct email rather
than by posting additional notices on this site.

at any point to initiate participation in the industry
engagement process and obtain information. All industry
participants will be required to sign the Terms and Conditions
of the Engagement Process.
INDUSTRY ENGAGEMENT ACTIVITIES COMPLETED:
An Industry Day was held on December 9, 2013 to launch the
industry engagement process.

in July 2014.
