1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Health Canada has a requirement for the supply of one Amino Acid Analyzer system (herein after referred to as the Analyzer System) with a twelve month warranty and the related consumables. The analyzer system will be used to conduct quantitative measurements of amino acids in a variety of samples such as amino acids in plant-based proteins, animal and human samples. This is needed to support the program researches on anti-nutritional factors and bioactives in plant-based protein foods and assessment of nutritional safety of dietary amino acid supplementations. The information obtained from these studies will support setting of nutritional policies and regulations related to protein and amino acid nutrition as a part of Health Canada’s mandate.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets all of the following requirements:
- The Analyzer System performance by protein hydolyzate analysis method must have an analysis time of 30 minutes (net) and resolution of 1.2 (Thr-Ser, Gly-Ala, Ile-Leu).
- The Ninhydrin delivery system must have two separate ninhydrin reagents mixed online just prior to derivatization to eliminate the need for manual preparation and hours of mixing or refrigeration storage of the ninhydrin reagents.
- The Analyzer Must utilize a 3 µm ion exchange resin column technology for enhanced
chromotographic separation.
- The Analyzer System must have a high sensitivity of 2.5 pmol (Asp) via the above column.
- The Analyzer System must use a fully-integrated autosampler that provides 120 vial capacity.
- The Analyzer System must utilize direct injection method to achieve a significant reduction in the baseline noise from the pressure impact of the injection valve. This results in increased accuracy in the integration and quantitation of early-eluting peaks.
- The Analyzer System must have vacuum degassing that provides automated degassing of buffers and reagents (this as opposed to N2 sparging).
- The Analyzer System must have an uninterruptible backup power supply (UPS). Includes UPS to eliminate power outage complications. Provides for power backup to both computer system and amino acid analyzer.
- The pump system for gradient mixing of buffers must have low pressure gradient mixing using proportioning valves that can perform both linear and step gradients with a flow rate setting of 0.001-1 ml/min and a discharge pressure of 0-34 MPa.
- The reaction unit must be a reaction column and not a reaction coil.
- The Analyzer System must have peak area reproducibility: CV
