Environment Canada (Prairie & Northern Laboratory for
Environmental Testing (PNLET) in Edmonton) requires the purchase
of a Liquid Chromatograph Tandem Mass Spectrometer (LC-MS/MS)
for the quantitative and qualitative analyses of a wide variety
of trace level environmental organic compounds. This instrument
will be used as a forensic analysis tool for the enforcement of
Canadian environmental regulations under the Canadian
Environmental Protection Act (CEPA), Fisheries Act and other
related acts/regulations as well as new method development and
environmental research projects.
The Organic Chemistry Section will require the instrument in
support of enforcement for the forensic analysis of Naphthalenic
Acids (NAs) and other chemicals related to oil sands exploration
and extraction, PFOS and other related Perfluorocarbons (PFCs)
and other known or unknown environmental contaminants. Data
produced from this instrument may be entered into court of law
and used for the purposes of prosecution. The current LC-MS/MS
system has reached the end of its service life with service
costs becoming higher and downtime increasing. This situation
is unsuitable for PNLET to fulfil its mandate and deliver
results for EC Enforcement Branch.
The supplied Liquid Chromatograph Tandem Mass Spectrometer
(LC-MS/MS) System must include all parts/equipment/software
necessary for analysis. It is incumbent upon the vendor to
recommend a specific hardware configuration for a complete
SYSTEM that is GUARANTEED suitable for the purposes specified.
Vendors must submit documentation with their bid package that
CLEARLY AND PRECISELY DEMONSTRATES how their system complies
with the required specifications. The specifications given by a
vendor must be demonstrated during installation at no extra cost.
Each item in the specification must be explicitly responded to
and responses should be numbered as in the specifications. A
null response to a specification will result in that response
being considered FAILED. The provision of company literature
only is NOT ACCEPTABLE and may result in the vendor being deemed
non-responsive.
The System must be delivered, fully assembled, installed and
tested by the Contractor to ensure proper operation.
All equipment must be NEW. Demo models, used, refurbished or
prototype models will not be considered.
The Contractor must provide on-site training on operation and
routine maintenance. Training to be conducted at the Customer
Site, Edmonton, Alberta.
The Liquid Chromatograph Tandem Mass Spectrometer (LC-MS/MS)
System shall consist of, but not be limited to, the following
major components, complete with all software/hardware and
interfacing necessary to make a fully integrated system.
- Tandem Mass Spectrometer (MS/MS)
- Liquid chromatograph system (includes pump, column compartment
and autosampler)
- Operating / Data System: Software
- Operating / Data System: Hardware
- System Implementation and Training
- Service & Support
- System Performance Specifications
This requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), and the Agreement
on Internal Trade (AIT).
