An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting authority may then proceed
with the award.
Public Works and Government Services Canada (PWGSC), on behalf
of the Royal Canadian Mounted Police (RCMP), the Client, has a
requirement for the supply and delivery of 3 NEXSAN ASSUREON
ARCHIVE SYSTEMS, as per the Statement of Requirements attached
herein, including documentation and, the provision of 1-year,
on-site warranty/maintenance services. The estimated cost of the
requirement is $134,000.00USD. The delivery is to Ottawa,
Edmonton, and Vancouver, and must be done before March 30, 2013.
The requirement is subject to the provisions of the North
American Free Trade Agreement (NAFTA), the Canada-Chile Free
Trade Agreement (CCFTA), and the Agreement on Internal Trade
(AIT).
Suppliers who consider themselves fully qualified and available
to provide the services and/or goods described herein, may
submit a statement of capabilities in writing to the Contracting
Authority identified in this notice on or before the closing
date of this notice. The statement of capabilities must clearly
demonstrate how the supplier meets the advertised requirements.
STATEMENT OF REQUIREMENTS
The Archive system solution must provide a Windows (Server 2003
and 2008) Certified software client which:
- seamlessly integrates into existing Active Directory managed
file systems;
- provides file ingestion and retrieval from/to all sites;
- introduces primary tier storage optimization through the
creation of very small files (4-6K shortcuts) on the primary
storage tier in place of archived files;
- provides the functionality of retrieving archived data and
ingesting new files.
Rationale:
The number of laboratory sites will be reduced from six to three
over the next 3 years. (Two sites closing in March 2014 and one
site closing in March 2015). The three closing sites will not
receive new hardware investments relating to the archive
solution but require the storage optimization that the archive
layer provides. The archives in the three surviving sites
require the ability to ingest, replicate and provide data back
to all six sites for the duration of their existence. This
solution supports the six sites collapsing to three with no
additional hardware or software investment in the closing sites.
The Archive system solution must provide automatic fail-over to
a remote replicated site using:
- proprietary replication technology;
- automatic fail-over to another remote, replicated site without
user intervention in the event of a local hardware failure or
network disruption.
Rationale:
Existing replication through MS DFS-R is becoming increasingly
unstable. MS DFS-R performance is unreliable and constantly
fluctuating, user errors and data corruption are propagated due
to lack of integrity checking.Although the MS DFS-R system has
performed well in the past, with ever- increasing file volume it
is a significant point of failure and risk in the current
environment. The removal of reliance on MS DFS-R for static data
will decrease the level of risk of replicated data corruption
and increase performance.
The Archive system solution must provide integrated data
integrity checking and authentication that includes:
- fingerprinting at source with dual-cryptographic hash (MD-5
and SHA-1);
- self-checking: scheduled data integrity checks against the
fingerprint to determine authenticity;
- self-healing: repair/replacement of damaged file from a
guaranteed copy without administrator intervention;
- automatic reporting of errors to administrator via
notification log - guarantee data authenticity and integrity
at all times - including having an un-alterable access history
of every object.
Rationale:
The requirement for guaranteed data integrity, authenticity and
consistency is paramount. The current LIMS image repository is
frequently subject to user error, data corruption, replication
of corruption, and does not provide robust file access/change
auditing. Currently, administrators are responsible for
tracking down and manually repairing corruption or missing
files. Automation and separation of the integrity checking,
repairing, reporting functions will remove the current risks
associated with manual intervention.
The Archive system solution must provide highly configurable
options for administration of retention and versioning that
include:
- ability to create retention rules and associate them with
unstructured data at the directory and file type levels;
- ability to set a legal hold that overrides original retention
periods;
- ability to choose flexible or fixed retention periods;
- single-point deletion on a per-object granularity that
includes all file copies and file-specific encryption key;
- purge function is configurable to be automatic or to require
administrator confirmation.
Rationale:
Due to the forensic case-related nature of the archived data and
legislated purge periods, it is mandatory to expunge certain
data from file systems. The current archival layer (tape) does
not lend itself to the location and removal of this data.The
granularity of the level of control and configurability (to the
file-type level) provided by the solution will enable compliance
with legislated mandates.
The Archive system solution must be a self-contained, scalable
system provided, configured and supported by the OEM that
provides:
- a layer of abstraction from the applications and systems it
services due to independence from local server processing power
- has onboard controller;
- management and control of the storage sub-system through a
single "pane of glass" GUI that shows the current state of the
hardware and archive contents of all replicated nodes in the
archive;
- scalability with no file count limits while maintaining the
single point of access and administration;
- easy installation, in a short period of time that includes
administrator training, installation and support from a single
point - the OEM - and support pricing that remains constant
over the life of the solution.
Rationale:
Upgrades to the primary storage environment are ongoing and the
archive tier will need to be able to integrate with and service
the legacy LIMS environment as well as the new environment
during the migration and testing phases. The level of
abstraction provided by this solution will allow for this and
also provide the ability to scale up should the need arise.
Maintaining a single point of access and administration as well
as a single point of support for will help avoid delays in
tracking down problems, getting support and resolving issues if
they arise.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
