REQUIREMENT: Public Works and Government Services Canada
intends to enter into a sole-source contract with SubC Control
Ltd, St. John's, Newfoundland to purchase an Underwater Camera
Survey System.
The equipment will be delivered to Fisheries & Oceans Canada,
St. Andrews Biological Station (New Brunswick).
The reason for single tendering is: Government Contract
Regulations, Section 6 (d) is being invoked in this procurement.
The pre-identified supplier is believed to be the only one
capable of performing the contract.
The Department of Fisheries & Oceans Canada has a need to
intergrade the Underwater Camera Survey systems digital
stills/HD video camera into their existing survey package. The
existing camera was built into a custom frame by the Department
and there are only limited installation options on the existing
frame to add upgraded imaging capability (specifically high
resolution digital stills and high resolution digital video).
SubC Control Ltd, St. John's Newfoundland is the only
reseller/distributor of this equipment to Canada, and the only
supplier that offers the only camera housing on the market that
has integrated video and digital stills capability as well as
integrated laser scaling and LED flash lighting within its
lightweight camera housing. This is particularly important as
there is limited space on the existing camera frame to deploy
additional Laser scaling devices. Due to the limited space
available on the existing frame, as well as overall weight
considerations for safe deployment over the side of coastal
research vessels, the camera package for lights, laser scaling,
and underwater independent power must be of a small form factor
(physical dimensions and weight). The equipment will be
provided with the following mandatory specifications: Integrated
Reference Lasers within camera housing; Integrated Flash within
camera housing; 500 m Delrin Housin; Live HDSDI over Copper
(Connector only) to enable upgrading to live HD Video
transmission; Auxiliary Output (Connector only) to enable
upgrading to an external LED/Strode.
The equipment will be needed for planned departmental at-sea
work in Spring 2013 and must be delivered within 2 weeks.
This requirement is subject to the NAFTA/AIT/Columbia/Peru trade
agreements. Limited Tendering Provisions is in accordance with
the Trade Agreements, Articles 506.12 (b) of AIT, Articles
1016.2 (b) of NAFTA, and Columbia/Peru Trade Agreements contain
similar limited tendering provisions to those in the NAFTA.
This PWGSC office provides procurement services to the public in
both official languages of Canada.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
