Amendment # 1 - CORRECTION TO CLOSING DATE AND TIME: Correct closing date and time for response is 1-Oct-2018 at 9:00 (9:00 am) Eastern Daylight Saving Time (EDT)
---------------------------------------------------------------------------------------------------
Introduction and purpose of the request for information
The purpose of this request for information (RFI) is to invite interested parties to share information with the Government of Canada (GC) that will inform a possible procurement process for an online regulatory consultation system or platform. The system or platform would allow Canadians, and any other interested party, to:
submit comments on regulatory proposals online through a single web portal
view comments submitted by other respondents during the development of a regulation
The platform would also provide more efficient analytical tools for regulatory departments to properly assess and respond to public comments
The GC is currently considering the possibility of procuring an existing software as a service (SaaS) solution but requires more information before launching a Request for Proposal (RFP) (see “Questions” below).
The objectives of this RFI are to:
collect information on existing SaaS online consultation products
solicit feedback and recommendations from interested parties on the proposed requirements and strategy set out by the Treasury Board of Canada Secretariat (TBS)
gather industry knowledge and expertise with regard to best practices that would increase the success of this project
solicit information that will help TBS refine its procurement strategy
This RFI is neither a call for tender nor an RFP. No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered:
a commitment by the GC
as authority to undertake any work that could be charged to the GC
a commitment to issue a subsequent solicitation or award contract(s) for the work described herein
Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by the GC), the GC may use the information to assist in drafting performance specifications (which are subject to change) and for budgetary purposes.
Respondents are encouraged to identify, in the information they share with the GC, any information that they feel is proprietary, third-party or personal. Please note that the GC may be obligated by law (for example, in response to a request under the Access to Information Act) to disclose proprietary or commercially sensitive information about a respondent (for more information, see the Access to Information Act).
Respondents are asked to identify whether their response, or any part of their response, is subject to the Controlled Goods Regulations.
Participation in this RFI is encouraged but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this RFI. Similarly, participation in this RFI is not a condition or prerequisite for participation in any potential subsequent solicitation.
Respondents will not be reimbursed for any cost incurred as part of participating in this RFI.
The RFI closing date published herein is not the deadline for comments or input. Comments and input will be accepted any time up to the time when or if a follow-on solicitation is published.
The GC may, at its discretion, contact any suppliers to follow up with additional questions or to clarify any aspect of a response either in writing or via one-on-one meetings.
