1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

Agriculture and Agri-Food Canada (AAFC) has a requirement for a fully-integrated, tower-mounted, field-deployable eddy covariance system that measures carbon dioxide (CO2) water vapour (H2O) and methane (CH4) . Integration of the CH4 analyser with the eddy covariance system must be complete including all communication interfaces, programming and data file integration. All costs related to the integration of the CH4 analyser with the eddy covariance system are the responsibility of the supplier.

DELIVERY

All deliverables must be received at:

Agriculture and Agri-Food Canada
5403 - 1 Avenue South
Lethbridge, AB
T1J 4B1

All deliveries must comply with the following requirements:

Contractor to off-load at shipping/receiving dock at Agriculture and Agri-Food Canada.

TRAINING

Contractor to provide virtual training of the unit (system operation and data analysis) which can be accessed on-site at Agriculture and Agri-Food Canada, Lethbridge, AB for a minimum of three (3) days.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:

COMPLIANCE MATRIX - MINIMUM MANDATORY PERFORMANCE SPECIFICATIONS:
Item # Performance Specification Status
(M) Mandatory

Eddy Covariance system (CO2 and H2O)
1 Must include a three dimensional sonic anemometer with a 20 Hz minimum output rate, and a minimum measurement range of 0 - 55m/s. M
2 Must include CO2 and H2O Gas analyser(s) which must deliver concentration data output at a minimum 20 Hz bandwidth M
3 Sensors must accommodate DC input power in the range of 10.5 to 30 VDC M
4 Must have a central datalogger/processing unit to integrate data collection and storage of data files M
5 System must incorporate GPS time synchronization of all sensor data M
6 Data files must be structured to incorporate measurement site meta-data M
7 Processing system must process fluxes in real-time on the tower M
8 System must incorporate a cell modem for remote communication and data summary retrieval M
9 Data processing system must have the capacity to allow for integration of additional optional sensors (soil heat flux, radiation, precipitation etc). M
10 Total power requirements for the flux measurement system must not exceed 40 Watts M
11 All data collection electronics must be housed in a weather-proof enclosure and sensors must be capable of year-round measurements with a minimum operating range of -25 to 50° C M
12 System must Include a measurement support tower (4m minimum height) and all hardware required for installation of all sensors and control systems by Agriculture and Agri-Food Canada M
13 Must include a minimum one-year warranty M
Methane analyser
14 CH4 analyser must have a minimum 5ppb resolution @ 10 Hz and 2000 ppb CH4 M
15 CH4 analyser must accommodate DC input power in the range of 10.5 to 30 VDC M
16 CH4 measurements must be fully integrated with EC system data (common output file) M
17 Must include a minimum one-year warranty M

4. Applicability of the trade agreement(s) to the procurement

This procurement is subject to the following trade agreement(s):
o Canadian Free Trade Agreement (CFTA)

5. Justification for the Pre-Identified Supplier

Li-Cor Inc (USA) is the only known supplier of a fully integrated field-deployable Eddy Covariance Flux Measurement System for landscape-scale flux measurements of CO2/H2O and CH4 by use of a fast-response open-path CH4 capable of eddy covariance measurements, which is a requirement of the AAFC. Li-Cor provides and supports an open-source analysis software that is well accepted in the scientific community (EddyPro®) and supports the calculation of methane fluxes. The Li-Cor system electronics are able to process fluxes in real-time on the tower and transmit immediate result summaries. Compressed raw datasets are also stored in a format that directly integrates with Licor’s EddyPro software. Licor is the manufacturer of all gas sensors and data processing components. They do not authorize value-added resellers or distributors of their products. Licor, based in Lincoln Nebraska, is the sole supplier and service and support provider of this equipment.
