CORRESPONDENCE MANAGEMENT SYSTEM

The goal of this initiative is to provide a common, shared
Correspondence Management System (CMS) solution. This is a key
initiative that is aligned with the Government of Canada (GC)
Information Technology (IT) modernization strategy and focused
on enabling government departments to fulfill their mandates.

Several groups within the GC have expressed a need to modernize
their current CMS. They share the same business requirements and
have the potential to benefit from a common solution. However,
they face many challenges in undertaking this activity on an
individual basis, due to their size, the resource requirements
and the complexity of these IT projects.

Public Works and Government Services Canada (PWGSC) is working
with these groups to establish a CMS solution with the following
goals in mind:

a) Allowing these government departments to focus on their core
mandates;
b) Lowering the Total Cost of Ownership (TCO) for a CMS;
c) Standardizing the CMS configuration which will lead to
consolidation; and
d) Reducing the cost to, and increasing the efficiency of, the
GC.

The intent is to have the CMS solution hosted and supported
within the GC. Ongoing operation and services, such as
implementation, training, data migration, ongoing application
updates and support will be managed by the GC, and it may
include the support of other service providers.

Fisheries and Oceans Canada (DFO) will be the first adopter. The
CMS solution offered by the winning vendor will meet the
business and functional requirements of DFO users across Canada
in accordance with the draft specifications detailed in this
document. It will subsequently be offered to the entire GC
community and is expected to become a government-supported
standard for Correspondence Management in all departments and
agencies. This will result in one solution that each government
organization can configure to meet their specific business needs.

Ideally, the solution will utilize Web interfaces for GC users,
their customers and shareholders, and conceptualize the use of
mobile and remote access technologies. The CMS will be
configured with the business policies and processes defined by
the various government departments and agencies. The goal of the
CMS will be to integrate the data management infrastructure,
applications and systems, thereby simplifying Correspondence
Management.

As with any shared IT initiative, and particularly one which
involves Protected B information, there is a strong focus on the
approach and capabilities of the application in the areas of
multi-tenancy and data segregation.

The objectives of this RFI are as follows:

To determine which software providers have a
Commercial-off-the-Shelf (COTS) CMS solution that meets the
needs of DFO and the GC;

To investigate licensing, implementation, maintenance and
support options in order to develop a project budget; and

To ascertain the level of effort and timeline required by the
vendor to deliver professional services, such as product
training and support.
