Learning Record Storage System
The Department of National Defence (DND) is seeking industry feedback regarding a Training Modernization Solution (the ?Solution?) to gather, store and report metrics to support instructor in situ evaluations, collection of assessment data and data analytics to improve simulation training in the Navigation and Bridge Simulator (NABS) utilized during the training of Naval Warfare Officers (NWO). This requirement could include a learning record store, or custom database application to receive, store, analyze and report learner assessment data collected through a custom mobile application. The evaluation matrix should be developed to meet xAPI eLearning specifications. The implemented solution must function as a standalone network.
The key objective of this Letter of Interest (LOI) is to solicit feedback from industry on the current requirement and obtain insight into the technical functionality of solutions currently available, propose an in-service support strategy, and provide a high-level description of the requirements and costing models from industry. The information will assist the client department in determining whether to proceed with requirement/strategy as planned, and if so, helping to refine the requirements definition and other aspects of the requirement that may potentially lead to a solicitation, and assessing potential alternative solutions that would meet its requirement.
