1. An ACAN is a public notice indicating to the supplier
community that a department or agency intends to award a
contract for goods, services or construction to a pre-identified
supplier, thereby allowing other suppliers to signal their
interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets
the requirements set out in the ACAN, on or before the closing
date stated in the ACAN, the contracting officer may then
proceed with the award to the pre-identified supplier.
2. National Research Council Canada (NRC), has a requirement
for the supply, installation, training and manuals for one (1)
Swiss High Resolution Multi Printing System. The Challenger 6550
is a High Resolution multifunctional printing system based on a
Granite machine bed. This granite machine bed (face grinded) is
directly used for the air-lubricated bearing carriage (vacuum
chuck). This carriage is driven by a linear motor.
The printing system allows for highly accurate multi-layer
printing on flexible and rigid substrates such as PET, other
plastic substrates and glass. Substrate alignment using a
camera system. The vacuum chuck with the substrate to be
printed, moves on air cushion in a given process order through
the printing and drying systems.
It is intended to negotiate with Norbert Schläfli Maschinen for
the supply, installation, training and manuals for the
requirement identified below:
- A sheet-to-sheet four (4) - printing-station system. NRC
requires a minimum of a four (4) layer in device printing
fabrication capability. (e.g. Metal 1, dielectric,
semiconductor, metal 2).
- The printing system must have a layer-to-layer alignment
accuracy of 10µm due to the required speed of our transistors.
- The printing system must accomodate both flexible and rigid
substrates such as plastic substrates, glass, and metal sheets
for different applications.
- The printing system must:
(i) Have a drying/curing station that uses UV, NIR, hot-air;
(ii) Can be shared by the four (4) printing stations;
(iii) is programmable for different drying/curing processes for
different inks and substrates processes. The device consists of
different layerss, some layers require UV to cure, some require
IR to dry and some will need hot-air to dry/cure.
- The system must be modular in design and the gravure and flexo
printing units must be interchangeable as different devices will
use different materials which require different printing
techniques.
- Each of the four (4) printing stations must be programmed for
different printing/coating speeds in order for high
reproducibility and technology transfer.
- Each printing station must have a hood to provide proper
exhaust and to prevent contamination.
4. Applicability of the trade agreement(s) to the
procurement
This procurement is subject to the following trade
agreements:
Agreement on Internal Trade (AIT)
North American Free Trade Agreement (NAFTA)
The World Trade Organization Agreement on Government
Procurement (WTO-AGP)
5. Justification for the Pre-Identified Supplier
Norbert Schläfli Maschinen NSN Challenger 650 print system is
unique in that its the only print system to offer
