TENDER NOTICE OF CONTRACT - 31241-14-4863/A
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for a period of at least fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified supplier. If, during the posting period, no other
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, the requirements of the
government's policy on competitive regime have been met. Once
providers informed that their statement of capabilities have not
demonstrated that they meet the requirements set out in the
ACAN, the contract may be awarded using the powers to approve
electronic invitations. If, during the posting period, other
potential suppliers submit a statement of capabilities that
meets the requirements set out in the ACAN (statement
acceptable), the department or agency must proceed to a full
tendering process (electronic or traditional).
ACAN are published to :
a) to make more transparent public procurement;
b) to pursue the goal of government is to promote competition;
c) provide potential suppliers the opportunity to submit a
statement of capabilities on a prescribed market if they feel
they have the ability to provide products, services or
construction or other services required ; and ,
d) meet the needs of government and suppliers with respect to an
efficient and profitable for the government procurement system.
DESCRIPTION OF REQUIREMENT ?
The National Research Council of Canada (NRC) in Montreal wants
to expand its capabilities in biophysical characterization of
macromolecules and macromolecular assemblies in support of
industrial clients and internal projects in the Biologics and
Vaccines programs. LC-MS is widely accepted by regulatory
agencies as a standard methodology for characterization of
macromolecules and macromolecular assemblies. Currently we
operate a Waters LC-MS platform which consists of capLC? system
coupled to Q-TOF Ultima? mass spectrometer. The capLC? module is
old and we need to upgrade it with an Acquity UPLC M-Class
module. The Acquity UPLC M-Class module will provide the quality
of chromatography required for modern mass spectrometry-based
macromolecule characterization studies.
WHAT ARE THE REQUIREMENTS OR EXPECTED RESULTS? WHAT OTHER
MANDATORY CRITERIA?
The Q-TOF Ultima? LC-MS platform will analyze 100's of samples
per week and operate unattended 24 hours a day, seven days a
week. In order to maintain this level of automation and sample
throughput and to prevent instrument communication errors the
new Acquity UPLC M-Class system must be fully interchangeable
with the capLC? nanoHPLC module that is being replaced.
Furthermore, the facility's sample entry and tracking system for
the LC-MS system is based on MassLynx?. Therefore, the new
Acquity UPLC must be fully controllable by MassLynx?, the
software that controls all aspects of the LC-MS system.

capabilities in writing to the

at the latest, which is also specified in the notice. The
statement of capabilities must clearly demonstrate how the
supplier meets the requirements set out in the notice "

tendering process.

statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
